I say risky and a last resort card kinda
Ridiculously overpowered.
This card would be banned as soon as it was released. Seriously, that is just too much power. Rush Decks would be dead in a turn, or at least think twice when your opponent has but a single face-down...
Its like a Ring of Destruction
on steroids
This is more broken than Ring of Destruction.
