This card cannot be Normal Summoned or Set. This card cannot be Special Summoned, except from your hand while you have 4 "Crystal Beast" cards with different names on the field or in your Graveyard. Once per turn, by returning to Deck 1 "Crystal Beast" card in your hand, you can put 1 Rainbow Counter on this card (max. 3). This card gains 500 ATK for each Rainbow Counter on it. If this card is destroyed by battle while there were 3 Rainbow Counters on it, you can send up to 3 "Crystal Beast" cards with different names from your Deck to the Graveyard and draw 1 card.

Let me explain how does it support Rainbow Dragon:
First it needs 4 different Crystal Beasts to be on the field or in the Graveyard if you want to Summon it. Then, by returning a Crystal Beast monster from hand to the Deck, you can put 1 Rainbow Counter on it, which increases its ATK. Next, if it gets destroyed with 3 Rainbow Counters on it, you can send 3 different Crystal Beasts from Deck to the Graveyard. Useless you think,but just think about it for a second. You had 4 different Crystal Beasts when this card was Summoned + 3 different Crystal Beasts when this card got destroyed=7 different Crystal Beasts,which means that Summoning Conditions for Rainbow Dragon are completed,...Finally, Baby Rainbow Dragon's last effect also lowers the number of cards in your Deck,which means you have greater chances of drawing a Rainbow Dragon.

This card cannot be Special Summoned except by removing from play 4 DARK monsters with different names from your Graveyard while "Toon World" is face-up on your side of the field. When "Toon World" on the field is destroyed, this card is also destroyed. If your opponent doesn't control a Toon Monster, this card can attack your opponent's Life Points directly. You can remove from play all other DARK monsters you control and from your Graveyard to have this card gain 500 ATK for each card removed.
