I'll enter into this contest, I got a couple of good ideas from the images that were provided. Hope you like the cards.

Effect: If there are any Ice Counters on the field, you can Special Summon this card from your hand by paying 2000 Life Points. Once per turn, you can place an Ice Counter on 1 face-up monster. As long as this card remains on the field, monsters with an Ice Counter(s) lose 1000 ATK.

Effect: This card gains 100 ATK for every Ice Counter on the field. If this card is in the Graveyard, you can remove this card from play to place up to 2 Ice Counters on the field.
