Not necessarily. All it really shows is that they're too intellectually lazy to take on the monumentous task of turning the deck into something playable.

There's a difference between making a small fix to slightly increase the deck's chances of winning while still maintaining the same flawed concepts and completely overhauling it into something not just playable, but at least remotely good. This may even require a change in the win condition of the deck.

This is an-ill designed compendium of cards baldly disguised as a well-known deck.

It's so horrible, and I think the OP knows how to fix it, that I'm probably wasting precious minutes typing this.
