Konami pretty much translated the effect, the way Kiryu used it, and "claims" that is the real effect.
But still, its a more-powerfull verson of Phantom of Chaos. With a little bit of situational-ness thrown into the "Mix"

What Synchros should've been like. This's a balanced, highly usable card. Could find room for it in my Falling Down Sync with Gilfer and Krebons. =)

Exactly.
Because it would have made the Meta more interesting, as they would have to build there deck(s) accordingly, to match what Synchro they wanted to "abuse".

Oh, and Brionac/Goyo, in that way, would "possibly" be at 3.
