Does By order of the Emperor negate cards that have continuous effects when they are summoned, (EG. Spirit Reaper)

I'm moderately sure that continuous effects don't activate, so BOE only works on trigger effects like those of the Monarchs and Summon Reactor・SK. |

Ah that's what I thought
Oh! Another question about it! hehe If I summon kuraz and negate it's effect with BoE does it negate his whole effect or just the destroy effect? So what I mean is, if I negate his destruction effect can he then attack the turn he is summoned? |
