Umm, where the hell is Foolish Burial????
Also infestation cards are bad.
I actually found the infestation cards to test pretty well. Since 1-2 tributes are pretty easy to make in this deck, First Steps draws and reuses Steelswarm effects. Means is practically a Foolish Burial @2 for Steelswarms (except for the fact that it can surprisebuttsecks your opponent when used correctly).

@Boss Z: Moth is a faster Penguin Soldier. 'nuff said.

Lol'd at this post

Infestation cards are eseential, as they recycle your Steelswarms and give you advantage

Not advantage, they're 1-for-1s. Lose 1 field presence, lose 1 card (infestation) and get 2+ in hand (or -1 opponent)
I'd use cards that could be used without the potential of them becoming dead draws (because commonly infestations are)

Still, Burial needs to be here.

Burial would actually lead me to more dead draws due to the tendency of giving my opponent an extra turn to wait for my Tribute monster to be summoned. I never lead to any dead draws with infestation cards. Like I said, Means is actually a better Foolish because your opponent would just be drawn into attacking when they have the chance and First Steps (being a Quick-Play) could save my monster from a single card destruction and/or nuke while still being able to summon it again and gaining hand advantage. The benefits outweigh the risks of using infestation cards.

I felt like netdecking this for Wc11, and then testing it agnest one of the coms.
Randomly selected Opponent: Great Maju Garzett
Maju wins the coin toss.
My opening hand: Cell, Typhoon, Dark Hole, Moth, and Street Patrol.
Maju sets a monster and 1 spell/trap, and ends.
I draw into another typhoon, and use it on his facedown.
I Summon Cell, then Moth, return his set monster, then attack directly.
Set Typhoon, end turn.
7000/5600
Manju draws and Special Summoned Cyber Dragon in defense, and sets another monster. He ends.
I draw another Stygan, and Summon it.
Moth runs over Cyber Dragon.
Stygan attacks the facedown and its Mystic Tomato. He takes 400 from Stygan. I end.
7000/5200
Manju draws and Summons Giant Orc. Orc runs over Stygan, and goes to defense. He puts tomato in defense and ends.
6400/5200
I draw Double Summon and Summon that other Stygan.
Stygan runs over Tomato and he takes 400. Tomato Summons another tomato, and I run it over with Moth, and for some reason he picked Maju to be Summoned through Tomato. I end.
6400/3800
Maju draws and replaces Cyber Dragon with a 4400 ATK Maju. Oshi-
He runs over Moth with that new Maju, switches the 0 ATK Maju to defense, and ends.
4400/3800
I draw into Girastag, and play Dark Hole. I end.
Maju draws and plays Recurring Nightmare to recover Maju and Orc. Orc attacks me directly. He sets a spell/trap that I mst. He ends.
2200/3800
I draw Mantis.
gg ;-;

Well, I fixed the deck up a bit on DN. I removed Stygian completely because he was pretty much a source of dead draws when I tested. Now this deck has been winning more consistently with those changes....

Nothing is as bad as DMG.
The World Champ games have an ocasional "god-hand" moment.
DMG's God-hand moments are 1 in every 3 games.
