Neat. A couple of things:

Sonic Brawler is far too strong. It's a Level 3 2100 attacker with no weaknesses, and you can search it with roughly five different cards. 600 is far too much. I suggest dropping it to the 3-star 1700 mark by lowering its ATK to 1300 and the boost to 400.

Moonlight Angel is also too strong. Aside from the Special-Summon-as-cost thing, which is evil, this card kills Catastor, Shi En, Stardust, and Naturia Synchros, from the hand, with no cost but itself. IT blocks MST and sets itself up for a surprise Starlight Road.

"When...you can" effects won't work if their trigger is the cost for another card's effect. For example, if Shining Nebula or Silver Streaker discards Celestor as the cost for its Summon, Celestor won't be able to Summon itself because

Luna Solaris and Quarter Moon are cost-balanced, in my opinion. Luna might actually be underpowered; the wording implies that she applies the ATK reduction when an attack is declared; if she's face-down, nothing will happen--so nobody would ever trigger the 0 effect because there's no point in attacking. Moon Magic Orb is nicely high-risk and high-return. Moonlight Cyber is good under the right circumstances, but not splashable. Mona Wolf has nice synergy with Lightsworn Synchro.

Does Light Lancer have Ancient-Gear-style protection or is it just protected from cards like Dimensional Prison?

I think Sonic Brawler is okay. I mean, if you look at the Goblin Attack Force/Chainsaw Insect + Skill Drain combo, Sonic Brawler is nothing. But I do understand where you're going with Moonlight Angel. I'm really not sure what to do with it. Because this deck lacks the draw power, I think that Moonlight Angel would probably SAVE it. I appreciate the suggestion concerning Celestor. I'll fix that up...sooner or later. Thank you for your compliments about the others. Finally, I never really thought there could be a question about Light Lancer. I assumed that it had the Ancient Gear protection, but I suppose it would be more fair if it just stopped Traps that activate when you declare an attack.

This is a deck that I will be using for one of my characters in my Fan Fic in the future. Somewhere along the story, my protagonist loses his deck and makes a new one. Originally, the "Moonlight" deck had advantages for having cards in your Graveyard.

Oh, thank you for complimenting my OCG. The images were actually copied, cropped, and occasionally edited by me. Also, the broken cards are necessary because this is a fictional deck (yes, this is a full deck) meant for entertainment, and the overpowered cards make up for that.

SPELL:

When does Miracle Radiance's second effect end? Does it just apply to monsters you control when it's activated?

Shining Screen is like Cold Wave, but better. Feex eet.

Streaking Bullet is too powerful. It needs some kind of fair-sized cost.

TRAP:

Final Tribute is not overpowered on defense; Offerings to the Doomed has higher speed an a smaller drawback. However, this "drawback" can be used on yourself to gain advantage. Aim it at your Dandylion or Card Trooper and you gain lots.

SYNCHRO:

I can see Moonstar Dragon having some wicked combos, but it's a Level 8 Synchro, so it's cost-balanced.

Werewolf Paladin's too good. It has the same ATK as Goyo Guardian if your opponent has a monster. It's Level 6 and easily kills Stardust. The second effect is also good, but probably won't see much use. I suggest bumping his original ATK down to 1900. That way, he'll start at 21, and will only reach 25 if there are two other monsters on the field, which happens frequently.

OTHER:

I don't agree with your assessment of Sonic Brawler. For a Goblin Attack Force + Skill Drain combo, you need to have at least a turn of preparation (setting Skill Drain) and pay a cost (1000 LP). Furthermore, you can't use on-field effects like Marauding Captain while you're using Skill Drain; your Deck has to be built around it. You could use Sonic Brawler in any Deck, at no cost, as soon as you drew it.

It's acceptable for an archetype-specific card to be [url="http://yugioh.wikia.com/wiki/Judgment_Dragon"]a tad unbalanced[/url]. However, Moonlight Angel can be used in any Deck. If you change the first effect of Moonlight Angel so it doesn't destroy the opponent's cards, it will be acceptable. As for the second effect, reword it so Summoning isn't a cost.
