This Card cannot be Normal Summoned or set. This Card can only be Special Summoned from your hand by sending in the graveyard 3 monsters from your deck that all have together stars equal to this monster. <Yogg-Saron The Liquid Dream> can only be Special Summoned on your opponents side of the field. As long as this card remains on your opponents side on the field your opponent cannot attack with other monsters. This card forces your opponent to loose 1500 life points each turn and to enter draw phase once every 2 turns. Yog-Saron is ineffected by Monster Effects.

So you need only 3 4-Star-Monsters and then you get the God of Death. Right.

 

To the card itself:

 

Looks very OP to me, with 5900 ATK and a 1500 damage per turn directly hitting the player. If he teared the enemy frontline apart, 7400 damage would the opponent turnwise. And additionally he is ineffected by Monster Effects, oh dear.
