Creativity = 13/20
Balance = 16/30
Viability = 22/40
59% = D+
Your OCG and stuff is good, although I think it would be "Negate the Summon. Then, discard 1 card." if you want it to specifically be in that order. The picture is one I recognize, Father Wolf made it, I think? It's a fitting one, so that's good. I do like cards that are aimed specifically at harming an archetype or staple, you don't see them around enough. Bring back Call of the Grave and G.B. Hunter, I say. It doesn't really do much outside of 'attack the archetype', beyond some clear generic appeal (it kills Plaguespreader, a lot of good cards are DARK attribute, stops most Zombies etc. [I know, Zombies are a Tier 2 deck at best. I'm a fan and an optimist, ignore me]). I would like for it to be more exciting and innovative, but if it's a good card I don't think it has to be. However, I think it's not good enough, hence the lower Viability and Balance scores. Its focus is far too limited, which makes it a side card at best outside of certain Anti-Meta/Stun builds. If it was broadened slightly it would do much better. And that's ignoring the rulings that Newhat mentioned, as everyone can make mistakes with regards to rulings.
It needs a lot of sharpening.
Enforcing the rules is one thing and a thing that I agree with, but being a total arrogant jerk while doing so is another.

It was a good effort, but it needs to be completely re-tooled if you want it to be even remotely useful.

I don't think killing Grapha is enough. It needs more broadening to make it better.

I see your point. With Inherit Summoning rulings it kind of kills the chance to take out Superbia. Thanks for your critique on my topic.I don't think killing Grapha is enough. It needs more broadening to make it better.

It doesn't stop Plaguespreader, since Plaguespreader has an Ignition Effect, like Dark Simorgh, rather than an Inherent Special Summon, like Lightpulsar Dragon. I can only think of 2 monsters this stops: Grapha and Endymion. Even if this was not restricted to DARK, there are few to no good targets....(it kills Plaguespreader, a lot of good cards are DARK attribute, stops most Zombies etc.)...
