Rather than claiming its 'broken', try and suggest a fix for it.

OT: I'm not one to point out if a card is broken or not as i'm useless at that, but the concept seems solid and interesting.

How can you judge cards if you don't know about the game?

With a lack of restrictions, nothing stops me from banishing spells or traps that I won't be using again for a costless draw.
Tons of monsters now like being banished, and there's quite a few ways to bring them back, unlike olden times.
Level 4 with low ATK makes it spammable too.

i rate it 7-10 because circulation is like "limited edition" or "1st edition" and i would have made the defense higher.

That's much more controlled.

It looks a bit fun to use, but I personally wouldn't use it. Still, it gives its Type well needed draw power. Maybe make it FIRE monsters?

Card Grammar: 5/10
Balance: 8/10
Usefulness in Deck: 9/10
Total: 22/30

I think NCG looks stupid expecially on Dark Worlds, oh, my god.
