Let me be absolutely clear when I say that this has never been done before. It has been attempted by some, but the raw originality of the idea made their computer explode before they could even generate their cards. If for some reason you think there are actually two different Pokemon threads in PCC, you are obviously just making things up because you're jealous of how original I am.
But in all seriousness, it's been a while since I've touched this site, and I'm hoping to get some feedback on these cards. My OCG is a bit rusty, but hopefully some OCG Nazi out there will help me with that.
there are OCG Nazi's in PCC, right?
Anyway, here are my cards.
first wave

second wave

please do correct OCG on these the best you can. Even if my cards are ridiculous, I would at least like to have proper-ish OCG.

EDIT: Gave Blissey OP DEF. (but just for the record, Blissey would have paper thin defense in Pokemon too)

Victini: If you have 0 cards in your Deck during your Draw Phase, you lose. "Dual" should be "Duel."
Toxic: Tokens are fine, but counters would be better.
Mienshao: Should be Beast-Warrior
Garbodor: Should be Fiend or Machine, possibly Fish or Plant
Blissey: Wow. A tribute for 0/0? Blissey should have some serious DEF, and maybe ATK. At least 3000 DEF, in my opinion.
Ampharos: I'd make it a LIGHT monster.
Breloom: Plant-type. It's effect... Do you get to attack during the Draw, Standby, Main1, Battle, Damage, Main2, AND End Phase, or just one? And the attack block? It's kinda... powerful.
Mewtwo: Divine Attribute should only be for Divine types. Did you mean DARK?
Reuniclus: Instead of Aqua / Spellcaster, make it an Aqua and put in its effect that its also a Spellcaster.
Shedinja: Personally, I'd make it a Zombie type.
Latios: Why Water? And with only 1 tribute, its too easy to get it to 3500 ATK. And you should put "base ATK"

I hope this helps!

Victini: The idea is that you get to summon it before you lose the duel due to not having any cards. I'll word it differently if that's not clear.
Toxic: Can I put counters on empty Monster Card Zones? I figured I couldn't which is why I used tokens.
Mienshao: Fixed; will update main post when I can be arsed to.
Garbodor: I was unsure on what type to make my Garbodor, but Machine sounds right. Thanks!
Blissey: Eh. I feel like the effect kind of makes up for the low stats. Although, it's kind of hard to make your opponent attack a face-down DEF position monster that you just payed a tribute for, so maybe I should add some decent stats for Blissey to fall back on.
Ampharos: Maybe. It's already a Thunder-Type, so I don't see why it really needs to be LIGHT.
Breloom: I meant for Breloom to attack one time during your Opponent's turn, but also be able to attack during any phase of your opponent's turn (i.e. being able to attack during main phase). Honestly, though, I don't really know how to word it. I'll mess with it a bit. Of course, if you could help, I'd appreciate it. Oh yeah, and the attack block is only for Breloom itself, so it can't attack during your battle phase. I thought that was...clear enough? .3.
Mewtwo: I figured Divine would kinda fit. Mewtwo wasn't really evil or anything; he was created by some evil corporation that was trying to control him, and he got angry about it. If there really is something wrong with having him as DIVINE, I could change him to EARTH, maybe?
Shedinja: Hurrrrr. You're absolutely right. I'll change it.
Latios: From what I gathered, Latias and Latios are pretty well versed in traveling both the sky and the water, so either one would work. I just picked WATER for Latios because Latias was WIND. I guess there really isn't a point and I could change Latios to WIND. Or I could change both to LIGHT, or something like that. Also, since Latias also requires 1 tribute, and since they need each other to work, they still require 2 Tributes for Latios to have 3500 ATK. And since you can only summon 1 monster per turn (assuming I actually remember how to play this game), it will leave one of them vulnerable until you can get the other one out due to the low ATK/DEF they have for level 5 monsters. That was my idea behind balancing them, but something tells me that doesn't work, yes?

Well, thank ya' kindly for helping me with this stuff. This board is really slow, so I appreciate it. :<

Toxic: So it's a trap? If so, yeah, use tokens. If you apply it to a monster, use counters.
Ampharos: Fair enough.
Breloom: Ouch, I misread it. But wouldn't it attack during your opponent's Battle Phase instead of their Main Phase 1/2?
Mewtwo: EARTH could work, just as well as DARK, LIGHT or WIND.
Lati@s: I see, I see. The whole WIND/WATER thing, and the 2 tributes. Good work, good work.

Hmm, the effects seem ok; not the exact wording though; what concerns me is the ATK/DEF stats; if you would convert pokemon into yugioh you would assume legendary pokemon to have the highest atks/defs and 2nd stage evolution pokemons to have higher stats than only 1st stage evolutions. For example: Ampharos 1000/1000 and Breloom 1800/1000. I dont know; thats just my opinion. <-- it should be like that.
The way i would do it is, 2nd stage evolutions to be 2000-3000 atk(or 1500 but with good effects) 1st stage 1000-2000 atk, normal/baby 0-1000 atk, and for legendarys 2500 and greater. Also for the lvls, you could do stage 2 evo's would be 2 tributes, stage 1 evo's would be 1 and so on.
For example, Blissey has a lot of health, that could be interpreted as high def in yugioh so it would be 0 atk with 2000-3000 defense. The effect of your Blissey isnt really that good :(.

Graphics: 10/10
Stats: 7/10
Effects: 9/10
Overall: 8.6/10

It's a good start; I would like to see more :)

Btw, I'd probably make Reuniculus psychic

Erm, I'm sorry, but I don't follow most of what you posted up there. Most of the Pokemon featured in my cards are the final stage of evolution for most of the Pokemon. That being said, Ampharos is actually a pretty weak Pokemon; weak enough to not be as strong as some of the other final-stage evolutions. In spite of that, he goes through 3 whole evolutions to get there. So I'm probably not going to have evolution stage dictate level of stars/ATK and DEF too much.

For example, Blissey has a lot of health, that could be interpreted as high def in yugioh so it would be 0 atk with 2000-3000 defense. The effect of your Blissey isnt really that good :(.

After two people complaining about it, I will fix my Blissey. I have realized the error of my thinking and I will give the damn thing some DEF(oh and while I'm thinking of it, props to anyone who figures out why Blissey was given that effect).

Psychic is a new Type for me. It wasn't here when I left, but I did read its entry on the Yugioh wiki. While I must admit that Psychic sounds like it would be the perfect Type for any Psychic Pokemon, it is a Type exclusive to a group of android-looking monster who all have very specific traits in common. So I'm probably going to stay away from that Type for any card I make, fitting or not.
But thank ya' kindly for writing all that feedback! I very much appreciate replies. :>

Absolutely! Especially since Ampharos is a fully evolved Stage 2 Pokemon.

Softboiled, Refresh, etc.

Since Reinculus is a cell, it'd stay an Aqua type. Psychic is more for actual Psychics, like Sabrina, and Spellcaster is for magicians and wizards, like Mr. Mime and Mismagius (while it'd be a Zombie, I still used it for an example.

My replies in bold. I'll comment on wave 2 later.
