Nice card; keeps with the concept of water decks (discarding), and would work well in just about all water decks. I like how the first part her effect allows you to add monsters to your hand, while the latter effect lets you get rid of those cards to save her... cool chizz bro XD. I think its unique, but maybe you should get rid of the Level 3 or lower clause though. Most WATER decks don't have that many high level monsters in the deck, and it would help a lot more to be able to get those cards. So that's my recommendation
