Cannot be special summoned. You can tribute monsters from your hand to tribute summon this card. You can discard any number of cards (min 1); special summon 1 monster from your extra deck whose level is less then or equal to the number of discarded cards x 6 or whose rank is less then or equal to the number of discarded cards x 4, ignoring its summoning conditions and if you summon an xyz monster this way you can attach up to 2 cards from your hand or graveyard to it as xyz material. You can only use this effect of "Mugential Summoner" once per turn and this card cannot attack the turn this effect is activated.

 

I don't think its balanced enough for RC so I'm posting it here instead.
