Here's a little support set for our favorite (and only) Barian Empress. It's basically a deck in the same vibe as structure decks (except more animeish), consisting of some real cards, some retooled anime cards, and some completely new custom cards. It is also based around Rio's decklist published in V Jump.

For those unaware, Rio's original theme is Water Attribute, Winged Beast type monsters, and her strategy revolves around reducing the ATK of enemy monsters.

Blizzard Hawk

If you control a WATER Winged Beast-Type monster: you can Special Summon this card (from your hand). When this card attacks a face-up monster with 1000 or less ATK and that monster is destroyed by battle: draw 1 card.

Aurora Prairie
SPELL | Field
Once per turn: you can place 1 "Glacial Counter" on each WATER Winged Beast-Type monster you control (max. 1). Monsters with "Glacial Counters" cannot be returned to the hand or deck, and when a monster with a "Glacial Counter" would be destroyed, you can remove 1 "Glacial Counter" from it instead. Once per turn: you can increase or decrease the Levels of all WATER Winged Beast-Type monsters you control by 1.

Blizzard Vision

Target 1 Level 4 or lower WATER monster you control; Special Summon 1 monster with the same name from your deck, but its effects are negated and its ATK becomes 0.

Blizzard Jet
SPELL | Quick-Play
Target 1 WATER Winged Beast-Type monster you control; it gains 1000 ATK and cannot be affected by other Spell or Trap cards until the End Phase.

Distortion Crystal
SPELL | Quick-Play
Target 1 monster your opponent controls; during this turn: if its ATK changes; its effects are negated, its ATK becomes 0 and its ATK cannot be changed. This effect lasts until this turn's End Phase.

Zero Blade
SPELL | Equip
When the equipped monster destroys a monster with 0 ATK: it can attack once again in a row. This effect of "Zero Blade" can only be activated once per turn. When this card is sent to the Graveyard: target 1 Level 4 or lower WATER Winged Beast-Type monster in your Graveyard; Special Summon it.

Snap Freeze
TRAP | Counter
If the only monsters you control and in your Graveyard are WATER monsters, when your opponent activates a Spell or Trap card: Tribute 1 WATER monster you control; negate its activation and effect and destroy it, and if you do: target 1 monster your opponent controls; it loses 1500 ATK.

• Once per turn: target 1 Set monster on the field; attach it to this monster as Xyz Material.

Once per turn: you can detach 1 Xyz Material from this card, then target 1 face-up monster with 0 ATK your opponent controls; take control of that target.

 

Number C37: Chaos Victoria

• Once per turn, during either player's turn, when your opponent Special Summons a monster from their Extra Deck: you can detach 1 Xyz Material from this card; reduce its ATK to 0.

 

White Ray Lancer

Once per turn, during either player's turn: You can detach 1 Xyz Material from this card to target 1 face-up monster on the field; it gains 1000 ATK OR it loses 1000 ATK.
 

Ice Blossom Deity Neferti-Zero

You can also Xyz Summon this card by using a Rank 5 or higher WATER monster you control as Xyz Material. (Xyz Materials attached to that monster also become Xyz Materials on this card.) When this card is Xyz Summoned, return all monsters on the field with 0 ATK to the bottom of the deck. Negate the effects of all monsters whose ATK is lower than their original ATK. Once per turn: you can detach 1 Xyz Material from this card; all face-up monsters your opponent controls and all monsters your opponent Summons lose 500 ATK. This effect lasts until your opponent's next End Phase.

Deck's not so good at swarming which is why it typically relies on the Field Spell to maintain field presence and manage to Xyz. Because a lot of the attack reduction effects are permanent, you don't have to get all the combo pieces together. Lastly yes, some cards / numbers are there for flavor (the 1x for the RUMs and the Numbers), and yeah White Ray Lancer wouldn't be really relevant or even wanted in the deck due to Snap Freeze, but just there as a BRL counterpart.

I may do some of the other Emperors at later times.

I pretty much abandoned the idea, because I ran out of ideas, but this thread (and my recent Sirenorca.dek [http://forum.yugiohcardmaker.net/topic/311533-sirenorcadek]) has revitalized my thought process.

 

That said, you forgot Guard Penguin too. Which is kay, a lot of people seem to forget its her card. lol


That said, it really seems like Victoria is extremely counter-productive. Cards being unable to have their ATK altered really screws the point of the deck doesn't it? nvm, misread it. Its your monsters. lol

C37 should required 37 instead of 94 to fully use it's effects, and speaking of 37, the "You can detach 1 Xyz Material from this card, Special Summon 1 monster from your opponent's Graveyard in face-up Defense Position" w/o that monster's eff negated is way too much imo, not to mention that it's ATK will revert to normal due to 37's continuous effect.
