[Sakura] Black Lightning Maiden

During either player's turn, if you control 2 or more other LIGHT monsters: You can target 1 monster your opponent controls; negate its effects until the End Phase. You can banish this card in your Graveyard: Target 1 Level 4 or lower LIGHT monster in your Graveyard; Special Summon that target. You can only use each effect of "Black Lightning Maiden" once per turn. 

 

In a nutshell, this card is intended to neuter problematic monsters your opponent decides to use against you (i.e. Exciton, 101 and so on). If it dies, you can banish it in the Graveyard to revive another LIGHT (and set up for a Synchro/Xyz or whatever). The first effect works well in Decks that can provide a constant stream of LIGHT monsters to build off from.

 

Change Log:

- Put the OPT clause on both effects instead of limiting only effect 1.

- SS effect deals with Level 4 and under, instead of 5.

- 2nd effect targets.

Yay for Iku as a card now

 

Effect-wise, I like the first effect, but the second one feels kinda out of place. Not broken, but out of place. Personally I'd have it that banishing her negates a monster's  effect as well, but then again that just makes her a slower Effect Veiler, plus some revival is always good so iunno...I don't play ygo I'm sorry.

If you controlled 2 Hunders with this on your opponent's turn it could control the game for a little while, but you'd need backrow to protect it since all three monsters are small and frail.

 

For the once per turn condition, did you mean each effect only works once per turn,

or the first effect only once per turn,

or the second effect only once per turn,

or that you have to choose one of the effects and can't use both in the same turn?

 

Either way, the last effect is extremely powerful, especially in Lightsworns where you can mill this or discard it with Lumina to make OTKs.

I don't watch that many anime, so won't really know if I unconsciously use one of the characters as a card.

The revival effect is there to help fuel for Xyz or Synchro stuff. It can SS monsters up to Level 5 (which can SS Artifacts, but I don't think it'll sync well with them)

I had Hunders in mind while designing this, even though I haven't played them.

 

For the hard OPT, it was intended to limit that first effect [in the event you did get a second copy out]. This is why the new OCG is useful (putting numbers in front of the effects); since our PSCT misses this. I'll fix the wording so it limits the activation of each effect once per turn.

 

As for second effect, does it need to get nerfed so LS can't use this to OTK?

A very interesting card. I love the way this can get around the tricky cards (101 etc) as you say. Its a pity LS could use this to an extreme but I am unsure weather it should be nerfed. It already has a clamp for level 4 or lower and you cant just state "except a "lightsworn" monster". On the whole, another really good card. :)

Furthermore, you should change its second effect to target the monster, as it is more negate-able.
 
Anyway, it's good, though the first effect's condition is very hard. How about making it "if you control another LIGHT monster"?

Reason why the first effect has the 2+ LIGHT condition is so Decks that can spam LIGHT monsters easily have to work to pull it off. That said though, I could just negate the monster's effect permanently considering the setup. If someone else agrees with you, I'll lower the requirements to do it. 

 

That being said though, OCG has been fixed and second effect is a targeting one.

Care to elaborate why you believe it's decent?

I'm not complaining, but you do need to explain because of the Advanced Clause in this section. (You're newer, but just saying it's decent doesn't really help)

The banishing part is also a cost. It might looks like a minor thing, but it's pretty major.
