When this card is summoned: You can add 1 Level 6 or lower monster from your Deck to your hand. You cannot conduct your Battle Phase the turn you activate this effect.

This card is extremely splashable, will see a ton of play, and will most likely be put to 0.

 

i.e. it is too powerful. If you recall Sangan and Witch of the Black Forest (both banned cards), they only search monsters with 1500 or less ATK/DEF, respectively. Not to mention they both have to be sent to the Graveyard first in order to activate.

 

However, this card is a faster and arguably a wider searcher. It triggers whenever it is summoned and searches any Level 6 or lower monster in the deck. It also has no OPT clause. This card can set up one hell of a combo in any deck, making it a game-changing topdeck card. As for the Battle Phase restriction, I guess it helps, but this card triggers on any type of summon, so Call of the Haunted and cards such as that could make this card extremely potent. 

 

In conclusion, being able to search virtually more than half your deck is not a good idea in terms of design.

Okay. Remember Elemental HERO Stratos? His search effect also triggered off any form of Summon, but only looked for HERO monsters. Still got him banned. But even if his effect did say "Level 4 or lower", it will still get him banned.

 

This card is not very different, but having such a wide range of search limited only by Level (which, by the way, shouldn't really mater since lots of nice things exist at LV6 or under) that triggers off any form of Summon is stupidly powerful. A tutor is only as strong as its targets; this card can get way too many nice things in addition to having decent stats.

Make it search only Lv5/6 and it should be OK. Not completely balanced but OK.
