Entries:

Card A:

Outer Entity Sothoth
Rank 4 EARTH
Fiend/Xyz/Effect
2 Level 4 monsters
You can also Tribute Summon this card (from the Extra Deck) by Tributing two monsters you control. If this card is Tribute Summoned, its Rank becomes 8 and its original ATK becomes 3000. Once per turn, if this card was Xyz Summoned: You can detach an Xyz Material from this card and target a Spell/Trap your opponent controls; if that card is face-up, it's effects are negated; otherwise that card cannot be activated while you control this face-up monster.
ATK 1800/ DEF 1400

So the inspiration for this card's effect is that it is thought that Lovecraft based Yog-Sothoth off of the Spheres of the Qliphoth; so I thought to based the effects off of Qli monsters.

Card B:

3 Level 4 monsters

Your opponent cannot target this card for attacks with or effects from non-Fusion, Synchro or Xyz Monsters. During your Main Phase: You can detach 1 Xyz Material from this card; Special Summon 1 Level 4 Synchro Monster from your Extra Deck (this is treated as a Synchro Summon). Its effects are negated, and it is destroyed during the End Phase. You can only activate the effect of "Outer Entity Lu-Kthu" once per turn.

OK, so card A kinda screws up the ED mechanic by Tribute Summoning itself for whatever reasons, although it just becomes a 3K vanilla if you do.

If you Xyz Summon it properly, you can either negate its effect or lock it down while this card exists.

If it didn't have the Tribute Summon thing, then I'd probably would have a better opinion on this.

However, it is still a generic Rank 4 that can lock down stuff.

If you wanted this to work with Qlis, not sure if they really want to run this card as-is.

Sure, they can use it to generate a 3K beater given their P-Summoning for Tributes, but what does it accomplish outside of being a vanilla?

-----------------

Card B can SS a Level 4 Synchro from the ED (and treat it as properly Synchro Summoned), but said monster will be destroyed during the End Phase.

Granted, it can summon Hastorr / Chthugha (and some other stuff), but I do worry about its implications with Rank 4-heavy Decks.

Additionally, it blocks targeting/attacks from Main Deck monsters; so basically one will need to use an ED-monster to get rid of this (although ED usage is common)

'tellars certainly can fill the conditions needed to get this, and certainly can pull out either of those two to make their stuff.

Either that, or just provide a 2100-2300 beater for things (or further Synchro Summoning if applicable in that case).

There's probably other stuff too, but I'm not too familiar with those, if any.

-----

Let's see here:

Card A messes up the ED mechanic by making this become Tribute Summoned, but otherwise can negate S/T cards or prevent their activation; assuming opponent doesn't run it over in battle or use removal. 1800 ATK isn't really a lot for an R4, but it gets things done. Most this ends up doing is probably a limited version of Denko's set lock; though you can negate Pendulum effects as well, so there's something.

Card B essentially allows 3-mat R4s like 'tellars and Clowns to have a Synchro version of Instant Fusion for further things, such as Xyz/Synchro fodder or even a beater.

It blocks a few Main Deck things like Majespecter Unicorn, Skybase/Kernel and so on from working on it, but ED threats still get at it, as do S/T removal.

What is the lesser of the two evils: negation or SS fodder that can be revived later on?

I'll take the former and vote A; although yeah the Tribute Summoning thing is weird.

Card A:

The card looks fine, albeit some aspects of it are weird, such as Tribute summoning from the Extra Deck, which is not an official mechanic, but this is not really a problem.

Tributing 2 monsters to drop this as a non-effect beater feels underwhelming, but it doesn't harm to have this option available and it should be welcomed, plus it may be handy from sometimes when you aren't maining Rank4 beaters such as Diamond Crab. Also, this perk can be used to enable monsters that float upon tributing (e.g. Qliporth Carrier/Helix, Hieratics) without the need of a Level 5+ at hand and spending a Normal Summon.

Regarding its "Xyz mode", it's basically a Rank4 backrow remover (yes, it doesn't actually removes the Spell/Trap, but it disables it, so you get the idea). Requiring only 2 generic Level4s makes this card practical. The stats are a bit on the low side, but it should be fine.

... actually, the low ATK is less of an issue when you can Xyz evolve Azzathoth over this. Although doing so would unlock any targeted face-down cards, but in that case you could aim for face-up cards instead.

Card B:

I feel this card is asking for trouble. First, it's a combo enabler or extender by providing you with a Level4 Synchro that can be used for other Summons (including Pulse Dragon for Synchro plays), also it can pick, for instance, Arc Light to search a Ritual card, Hasturr to turn it into a Fiendish Chain, Balmung for a Level4 revival (for whatever that's worth), and so on. Granted, some of those plays would be slow since you would need to wait until the end of the turn, but the options are there.

Then, it's a 3-material Rank4. Normally this would be seen as a hindrance that could keep the card in check by making it slightly impractical to Summon, but then you consider that Seraph Scepter/Stick, Clownblade and dedicated Rank4 decks exist...  so yeah, I suspect said decks wouldn't have much trouble with summoning this, using its effect to get an extra Level4 to work with, and continue their plays.

Then add to the above the compatibility with Azzathoth's Xyz evolution: Summon this, use its effect, then overlay Azzathoth to stop the opponent from using monster effects (if any) to disrupt your following plays.

My vote goes for Card A for being more practical and less likely to end up abusing or breaking something.
