As for the effect there are some interesting applications for this card. Sub Terrors would love this, Shaddolls would be able to abuse this (sorta). Ghostricks would have this at 3 probably. Most of them are high Level, and have very few cards that can help them be Summoned on the field. That's really something the archetype needs more than anything right now.
