So first things first, Your going to-
THIS IS YOUR WIN CONDITION:
Pros: Lets you recycle damn near everything, while at the same time it tears down the Opponent's field.
Cons: It only fears Bottomless. Nothing else. But that's what Storm is form =D
(I'll get to that in a minute)
Now for the rest of it.
Important stuff:
Scrap Chimera

http://yugioh.wikia....i/Scrap_Chimera
-CHIMERA IS A 3 AT ALL TIMES-
Chimera is what your going to primarily make your plays with, when your not blowing up the field with Extra Deck monsters. 1700 can also does good damage on it's own, and can revive other Tuners if you need more field presence and/or set up for a sudden Storm.
Also, keep in mind: Chimera is only limited to Scrap Synchros. The monster he revives, on the other hand, isn't.

Scrap Beast

http://yugioh.wikia....iki/Scrap_Beast
Much like Chimera-
-BEAST IS A 3 AT ALL TIMES-
Beast is a Level 4 Tuner. With that in mind, you can play him along with anything to make monsters like Stardust, Dark End, hell, even Crimson Blader. Plus, the fact you can revive him with Chimera, it gives you 2 options- Make Scrap Dragon right away, OR, if you already control something, you have the ability to make another Synchro that can you can fit the criteria for.

Scrap Goblin

http://yugioh.wikia....ki/Scrap_Goblin
Goblin is absolutely adorable.
You can run Goblin in any number, but you want at least 1-2. I run him in 3s, but that's just Me.
Goblin is another Tuner, and is amazing because he not only acts as a wall, but also manually sets himself off, ADD TO IT, makes for a great Target if one of your Scrap Dragons is destroyed, because in doing so, the Opponent will either end up triggering his effect to let you recover Chimera, OR, leave you with something on your field you could destroy with Storm, a sudden Dragon, etc, etc. Also lets you make Scrap Archfiend through Chimera, so it gives you more beaters if needed.

Scrapstorm

http://yugioh.wikia....wiki/Scrapstorm
RUN 3, OR GTFO
No, seriously, Storm is absolutely wonderful.
Veiler Targeting your Chimera? PFFFT, STORM, LOL
Prison about to Banish your Dragon? PFFFT, STORM, LOL
Opponent used Bottomless on your anything? PFFFT, STORM, LOL
See, Storm, by itself, is a +0. You. But with the above mentioned situations, the Opponent just -1'd themselves in the process, for no real reason. Mind games are cool. We all know this(*Cough* Gorz). That's why Storm being a Quick-Play is hilarious. Plus, with any Scrap Tuner, you basically pull Chimera/whatever out of nowhere. Oh, and you can use this to mill other Scraps at the same time; Golem, Goblins, etc.

Scrapyard

http://yugioh.wikia.com/wiki/Scrapyard
Pro-Tip: You want to run more Tuners then Scrapyards. Like, for example, you only run 3 Beasts; You run 2 Yards. You run 3 Beasts, 2 Goblin, Mind Reader, and a random Worm; You run 3 Yards. Simple =D

Optional:
Scrap Golem

http://yugioh.wikia....iki/Scrap_Golem
Golem is absolutely beautiful. It's truly the ideal monster you want to revive off a Dragon, as right away it can go into another one; THIS ENSURES YOU CAN MAKE DRAGONS WITHOUT FEARING WARNING/JUDGMENT/SUMMON-NEGATING-CARDS. Why? Cuz' more often then not, the Opponent will use said Summon-negate-card on the boss, unaware of the fact said boss will still trigger. Dunno' why, they just do. Anyway, Golem also lets you put monsters like Goblin on the Opponent's side, so you, basically, are attacking them directly(Cuz', you know, Goblin has 0) OR destroy all their non-Scrap monsters if you run Searcher. Plus, the ability to generate more field presence, literally for free, is always wonderful.
THE ONLY FLAW TO GOLEM: The obscure chance you have to Tribute Summon him. Golem being in the Graveyard is the best. Being on the field is even better. Being in the Hand is such con, it's ridiculous. So that's why Golem is optional. I run a copy for coolness, and because I run Redox.

Others:
As a list
Scrap Breaker is an obscure Cyber Dragon and doesn't really do anything outside of being a beatstick.
Scrap Hunter mills Tuners and doesn't afraid of anything. The drawback here, is that your -1ing from the field in order to do so. Storm already does this. Scraps aren't truly dedicated to filling the Graveyard anyway. Plus, Hunter is a little wonky in the sense that it can't use itself, nor can it mill any Scrap monster; Either of those would have been better.
Scrap Kong; Hes cool for being a beater(and having more ATK then most Scrap monsters), but the whole Normal Summon -> Destroy itself is what makes him weird.
Scrap Mind Reader. Mind Reader's problem is that he works in Main Phase 2. Simple as that.
Scrap Orthros; Orthros is in the same boat as Scrap Golem in the sense that hes absolutely amazing, but only works in conditions X and Y, but not Z. In this case, it's the fact hes just a Semi-Nomi version of Beast, but can act as a Monster Reincarnation for Scraps. If you want, you can tech him.
Scrap Searcher rewards you for playing the archetype like it's supposed to. That's a plus, because we all want to be rewarded for playing the game the way it's meant to be. BUT here's the catch. Mind Reader is useless outside of the Graveyard, and running him will force your force your Deck into it's own weird little game. By this, this is what I mean; Searcher revives itself if a Scrap monster is destroyed via card effect. The Opponent will be unlikely to drop Dark Hole/Torrential out of nowhere if you have Searcher in the Graveyard, unless they are absolutely sure they can play around it. And don't worry, they can, as Searcher lacks a strong DEF. Although, it is always nice that Searcher can plus off Storm, and the fact it's a Level 1 non-Tuner can let you play Naturia Beast with Scrap Beast. So in short, I never said Searcher is good nor did I say hes bad. Searcher is just gimmicky.
Scrap Shark is a 2100 beater on a Level 4 body, and also a walking Foolish Burial. While all of this looks amazing, he works the same way as Doomcalibur Knight in the sense that the first X that goes off, forces himself to trigger, and he blows himself up. Really, the Opponent can drop Veiler on your Shark that you Normal Summoned, and set you back.
Scrap Soldier is ONLY playable through Chimera. Nothing else.
Scrap Worm is cool, both effect and concept wise. But honestly, Scraps don't need him.

Synchros:
Scrap Dragon

http://yugioh.wikia....ki/Scrap_Dragon
This is what I meant by "recycle": Say you played Dragon through Chimera, then on your following turn you played another Chimera. You use Dragon to destroy the Beast/Goblin/Tuner you revived through Chimera and a card on the Opponent's side of the field. Then, with said Tuner, you use it to recover that Chimera you played earlier. So despite the fact your field has a Dragon and a Chimera without a Tuner, don't worry so much; Your basically recycling your Chimeras at this point and ensures you can play more Scrap Dragons. Plus, the sole fact that Scrap Dragon can be played directly through Chimera is what This card so amazing.
Also, it's purple.

Scrap Twin

http://yugioh.wikia....rap_Twin_Dragon
Twin Dragon is a beefier Scrap Dragon, but isn't generic. Hes only really playable off Golem, OR if you want to go the extra mile; Soldier.
Twin's benefits, when compared to Scrap Dragon; Twin bypasses cards that have immunity to effect destruction(Dracossack) and ones that outright protect themselves from it(Zenmain), also and he also has more ATK if you need to run over something that Scrap Dragon can't.

Atomic Dragon

http://yugioh.wikia....ic_Scrap_Dragon
See, here's the issue with Atomic; The other Dragons -1 on your side of the field, and then remove cards from the Opponent's side in order to balance that out. Atomic? No. Atomic recycles the Opponent's Graveyard. While this is cool for the fact it disrupts Graveyard reliant cards(Rulers, Sworn, etc), this only makes Atomic good against decks that it can do damage against. I.E., Atomic is situational. Plus, the -1 in Atomic's case is more apparent, because the Opponent's Graveyard is just an unknown area. Although, to be honest, he would have been better if his requirements were the same as Twin Dragons.

Archfiend

http://yugioh.wikia....Scrap_Archfiend
Archfiend's 2700 ATK is amazing for the fact it can run over quite a lot of commonly seen cards, so it doubles as a strong beater in the event you have Chimeras and Goblins, without Beasts. If your running Goblins, run at least 1.

Other Spell/Traps:
List
Scrap Crash is a Heavy Storm that rewards you for playing the archetype. The downside is that it only hits Face-Up Spell/Traps.
Scrap Lube Lube is a Reborn for Scraps, but in Continuous form. It skips your Battle Phase, and the Summoned monster looses it's effect. Personally, I would be fine with both of those, but the fact Lube removes itself from the field regardless of how the monster is removed from the field as well, makes it a little hard to work with. Although, I always did love it's artwork.
Scrap Rage can be stacked in a similar manner to cards like Reckless Greed. So it's good for shenanigans, but that's about it. It's a silly card and makes for giant walls out of nowhere, and also triggers your Tuners. But honestly, they don't need it.
Scrap Polish's concept is beautiful and can work in the same manner as Storm. The reason why it's not really used it; It boosts by 1000 until the End Phase and doesn't really do anything outside of that.

So there you go, there's My view of MY favorite Archetype.
I left cards like Tengu/Redox/Monk/Cyber Dragon/Barrel Dragon/Whatever-you-run out of this, as it's just about the Archetype itself.
