I would hate to see it getting unnaturally over powered.. ideas please ?? also these two kages are from minor villages, hence must be realistic ... [/quote] I do believe so; even if they are village leaders no doubt he'd want to still have appropriate level jutsu. Kage is just another name for village leader; their the leaders of the main villages though so they would be more important. I intended that these two Kage were from the Rain country and the nearby Tea country. Also, Tea country doesn't have a leader. Its purely impossible to get into the idea that a person with multiple blood releases would be defeated, but this is the what if stuff right ??
