good this one I can see the card just fine

it has a neat way to special summon fairies to the field, nothing really wrong with that

although I think you need to explain what you meant by "Once"

if it's only once per duel, then having 2 xyz materials on this is pointless because the other will never get used

but if it's once per TURN, well that's another story, so please explain

Well... There are different uses of "once". There's "Once per turn", "Once per duel", "Once while this card is face-up on the field". This card uses "Once while this card is face-up on the field". "Once while this card is face-up on the field" means that while the monster is face-up on the field, it can only use that effect once. However, if that monster is flipped face-down or returned to the hand, or removed from the field then regains presence on the field, it can reuse that effect but again only once until it leaves and returns to the field.

This is pretty good. It makes it possible for Effect Monsters to Counter Counters (no pun intended). Also, the fact that it can Special Summon more tools for the Counter Fairy Deck including the card you just detached is just awesome, and not abusive at all concidering this Xyz has the stats of a Level 4.
The most abuse I'd think of is getting good old Honest back, but Athena sort of does that already so, no problem.

The image is interesting too. It does look like those Counter [s]Fairies[/s] Angels that are almost abstract.
