Frost Anti-Meta Burn Archetype (lolwut, Frost monsters can use BURN?)

This is an Archetype for one of the NPCs in my RP "The Spirit of Christmas".

I've been thinking about doing an Archetype revolving around Counters for a while now. The problems with Counters is that they leave the field too easily. At first, I thought about having a Burn type of thing, when a Counter leaves the field it does like a certain amount of damage (depending on how many monsters with the burn type effect you have), but then I thought... what if I just made Counters that stopped your opponent from doing stuff? I'll make the Counters decrease levels!

Of course, this may be a little OP against pure Xyz Decks so I thought... what if... I made it so that your opponent could remove them at the cost of burn? Lolwut: 1. Who would have thought "Frost" monsters could use burn? 2. Who would have thought adding a burn effect makes a card more [i]balanced[/i]? WHAAAT!?

Okay, I'm ranting. But at any rate, I'm not too sure if the burn would be necessary, after all, your opponent simply has to kill off your effect monsters to be able to do stuff again, or maybe I should increase the burn amount from 500 to 700, 800 or even 1000.

Don't just look, comment and critique! Make suggestions and etc!

Note on Rulings and Other Stuff: The effect to decrease Levels is not supposed to stack and you can still place Frost Counters on Xyz Monsters, however I don't think I'll make the Counters decrease Rank, it's too much text.

But the point of Frost Counters is that they prevent Xyz Summoning and some Synchroing as well.
I suppose I can have some relevance to Ice Counters, but Ice Counters don't seem to do anything special and if I put them in that would be too much text on my cards.

Well you can still use Ice Counters and keep the effects, Ice Counters don't have any effects themselves but but will target specific cards for their effects, pay the toll for a effect, or say how much of an effect would be on a card. Your Frost Counters are an ice based counter as well so it makes sense to just use Ice Counters even if you don't plan to splash in any other cards that use Ice Counters. All you need to do is change Frost Counter to Ice Counter in the text and it wouldn't be a problem. Finally is your Santa Claws card in this set???

hmm I like this concept, Frostburn is no joke after all ^^
To be honest like most of your work, there is very little room for improvement.
Your cards are polished, well presented, coherent and on top of that also balanced.

Jokul has a small OCG error though: ...on face-up monster your opponent...
It would probably be either 1 face-up monster or monster(s)

Also, with the easy you seem to be able to get frost counters onto the field it seems that
the effect of Queen Frost is pretty strong, seeing as your tuner can resurrect itself it seems too
easy to make infinite amounts of synchro summon possible.

They could also be useful for other things, too.

Suggestion: Add a Quick-play Spell that does this:
"Select 1 monster with 2 or more Frost Counters on it (max 10). Inflict damage to its opponent equal to the number of Frost Counters on it x 300, then remove all but 1 Frost Counters from it.
