Ununlimited Format

So seeing as everyone else is posting custom formats and theoretical banlists, I have an idea. It's called ununlimited format and it works like so:

 

Every card on the list is moved up 1 position. Current Forbidden & Limited cards are banned, semi-limited cards are limited and unlimited cards are semi-limited. Simple as that. So allow me to explain. I got this idea from Chance Format (credit to Chance) but found that the format was still a little loose. In this format it'd get rid of problematic cards which can't seem to get put higher on the list (such as Reborn and Gorz). Also, it means the maximum copy for cards of the same name is now 2. In doing this, more room is opened up for variable deck-types and some creativity to make up for some of the missing staples. Of course this list isn't perfect as it would render some cards (like D-Hero Malicious) useless.

 

Any ideas on how to flesh this idea out and create a format that encourages creativity while getting rid of problem cards?

In addition, ban certain cards like Spellbook Judgment Day and limit the E-Dragons.

 

EDIT: Or, make it so that you cannot have more than 1 Attribute of E-Dragon in a Deck? This is a custom format after all, so stuff like that can be done.
