You can Special Summon this card (from your hand) by destroying 1 monster your opponent controls ATK less than it's original ATK. Once per turn: You can banish 1 monster in your Graveyard; monsters your opponent controls lose 500 ATK. When your opponent Normal Summons a monster: That monster loses 300 ATK. Monsters your opponent controls with ATK less than their original ATK have their effect(s) negated.

Negate the effects of monsters your opponent controls with less ATK then their original ATK.

 

At the moment, with the current card pool, it's only splashable enough to go into a Rank 6/Level 6-centric Deck or sorts, or maybe a Synchro Deck that for whatever reason frequently wants/needs a self-Summoning Level 6 monster, its use is limited by it's situational Summoning condition. I could see it going into something like Hazy Flames, because Hazy Flames might want Forbidden Lance, so by maxing out Forbidden Lance this could be run, and if it is run, it really has some serious benefits, you'd have the choice between just leaving it there so that you could negate monsters' effects or you could Xyz/Synchro with it after taking out one of your opponent's monsters and greatly weakening your opponent's monsters, 500 ATK is quite serious and allows your Strike Bounzer or Ptolemy to run over something like Blue-Eyes. A cool trade-off at the moment, between consistency and power.

Yeah, it was somewhat of an Archetype Sketch. I have another "Genosian" monster that lowers ATK, making an Insect-Based attack reducing archetype sounding pretty cool to me. I ripped the wording for the Summoning from "Fiery Fervor" or some Trap Card like that, though I wasn't sure if it was needed as it was lengthy. I was debating whether to go with wording similar to yours or Fiery, and for some reason I went with Fiery. I'll edit that.

Lance does make good use of this card, as well as decks (Casual, as the following card is trash competitively) that run Burden of the Mighty or the like could use. It is also Normal Summonable, or Gigaplantable, which is nice to have if someone was that willing to use it. I agree with you though, from a competitive standpoint, it is far too conditional, though I had to do something conditional to warrant that effect on a Level 6.
