If you're gonna make critique, at least talk about the card, not copy & paste the guy's lore. Anyways, the card doesn't seem too broken. Kinda reminds me a bit of the new archfiend field spell. Though it could use a balancing downside to the summing effect. How about if the monster's effect were to be negated, or not be able to attack that same turn, or at least can't be used for a synchro summon. There's a reason why effects like this exclude cards with the same name, so you should add "except Garban, the Death Wizard" when targeting the monster. It just sets up situations where you can infinitely keep Tributing to Summon, and that can lead to some nasty things. That's not even factoring in that you can Tribute other monsters. Won't happen again. now I'll give a real review then. The card itself has a good effect, it's not broken IMO as you need a monster on your side of the field, and it has to be the same level. Gagaga magician would help out in such case of course. however, Nomi cards wouldn't be affected would they? all with all, a good card, decent effect, Summoning it would be a hassle, especially since you'd need 3 monsters for his effect, level 6 might be better for that.
