Here's a fix: "Once per turn, you can send 1 level 4 or lower Plant-type you control to the Graveyard to inflict damage to your opponent equal to the amount of Plant-type monsters in both players' Graveyards x100" Seems balanced to me, though I see shenanigans with this and Dandylion.
