If this card has "Maestroke the Symphony Djinn" as Xyz Material, this card gains the following effect: Once per turn, during either Main Phase, you can return one Set card on the field to its owner's hand.

It's so easy to bring out in any deck that spams Level 4 monsters because Orchestra can overlap any Rank 4 right away without a "Rank-Up" Spell card.  It's 'either turn' effects allow it to basically be a 2400 ATK monster version of "Book of Moon" and "Compulsory Evacuation Device" for at most a 2-card deficit and can do so 3 times.  A typical Rank 4 has 2 Xyz Materials and Orchestra can overlap any Rank 4 right away for 3 Xyz Materials.

 

Seeing as how both of the above mentioned cards are limited and this can be brought out with so little effort, it's easy to say that this card is absurdly overpowered.

 

If you want to make this more balanced, I would suggest removing the ability to overlap any Rank 4 on its own, so that a "Rank-Up" Spell card is necessary.

I would suggest instead of the before mentioned you could just add:
You can only use one effect of "Orchestra Djinn the Arsenal" once per turn.
