OK, it recycles a Spell in the graveyard/banished zone to the hand when summoned; activates a Spell any player has in their grave/banished zone and gains ATK/DEF for using any type of Spell Cards. Yes, you only get 2 uses of it but certain Decks can abuse it (I'm going to assume you know what they are already). In terms of its stat raising effect, it will get very high depending on the type of Deck it's used in [Do Spellbooks need to be mentioned again for possible abuse?].

Stats are the last thing you need to be worrying about. There is a reason that cards Magician of Faith were banned for so long and have only since become limited. Spell recycling is an extremely powerful ability and should not be tampered with too often. I could possibly get behind this card's first effect, allowing you to recycle upon Xyz Summon and then follow that up with some generic, crappy effect, but then you take it a step beyond recycling and you allow this card to not only activate cards from your Graveyard/Banished Pile, but also from your opponent's. This card is incredibly overpowered, and then on top of that all you allow it to gain ATK and DEF. 

 

Suggestions:

-Get rid of the second effect (Once per turn: You can detach 1 Xyz...). It's broken as Hell and cannot be salvaged. Scrap it.

-Add in a weak/slightly useful effect. (Maybe something that negates the negation of Spell cards?)

-Make the stat increase only apply while it has Xyz Materials on it and if it loses all Xyz Materials then ATK/DEF get set back to original.

 

 

Also, just a good rule of thumb to follow, post your card's effect underneath your card. It makes it easier for us to help you correct the effect and correct the OCG(official card grammar), which needs a lot of work here.
