Or you cant activate this card if there is one or more monsters on the field player? There is should be an explanation about that, like Kaiser Colosseum states that the monsters on the field are unaffected when you use it, or a Gozen Match alike effect, but that would overpower this card a lot, so just try to find something like the restriction I said before.
