Target any number of monsters you control; Tribute them, then if you Tributed 2 or more monsters and all Tributed monsters were "Hieratic" monsters and/or Dragon-Type Normal monsters, destroy 1 card on the field and Special Summon 1 "Hieratic" monster from your deck. During your turn: you can Banish this card from your Graveyard and target 1 Dragon-Type monster you control; increase the target's Level by 1 or 2.

Note that it Tributes at resolution.

Basically meant to be an enabler engine that doesn't minus. Also lets you dodge stuff. Last effect is because I really like multi-Rank Hieratic decks, rather than those focused almost entirely on R6 (even though I love R6 support, don't get me wrong, but Hieratic decks have the potential to be much more versatile than that).

(tags are obv a joke, this ain't likely to break anything... probably)

I really like this card.  My only concern is that you can tribute any number of monsters, so this could just be used for Xyz spam and go for game, which isn't really a bad thing, but it could make this slightly too good.  I know hieratics don't usually have too many monsters out at once, but I still think it would be wise to put a tribute cap in just to be safe.

You don't gain any benefit from Tributing more than 2 monsters, though, except the in-built benefits of the cards, which are 1-for-1, and at best would be used to get the appropriate levels for an Xyz, but given that ideally you don't run many Normal monsters in the deck, it's highly unlikely you'd actually be able to do even that.
