I just thought the idea just the other day and was working on it. While working on it I kinda got the thought of gustos as I ended up making it a bit similar. All the monsters are Psychic with the odd exception of "Mad Scientist Creation: Hydra" also being Sea Serpent. I'm looking for CnC so here they are.

 

The Effect Monsters

This card can be treated as a non-tuner for the Synchro Summon of a "Mad Scientist" monster. If this card is Special Summoned by the effect of a "Mad Scientist" monster or "El Psy" spell/trap card: you can target 1 "Mad Scientist" monster in your graveyard and add it to your hand. Once per turn,you can target 1 "Mad Scientist" monster you control: this card becomes that monster's level until the End Phase.

This card can be treated as a tuner for the Synchro Summon of a "Mad Scientist" monster. When card is Summoned: you can add 1 "El Psy Congroo" spell/trap card from your deck or graveyard to your hand. You can only use this effect of "Trish, Mad Scientist of Genetic Mutation" once per turn. If this card is used for the Synchro Summon for a "Mad Scientist" monster: Draw cards equal to the number of non-tuner Synchro material monsters.

When this card is Normal Summoned: You can add 1 "Mad Scientist" from your deck to your hand. If this card is Special Summoned: You can target 1 "Mad Scientist" monster in your graveyard and Special Summon it. You can only use this effect of "Bron, Mad Scientist of Creation" once per turn. If you activate this effect: you cannot Special Summon monsters for the rest of this turn except for "Mad Scientists" monsters and Synchro monsters.

You can treat this card as a tuner for the synchro summon of a "Mad Scientist" monster. Up to twice per turn, you can shuffle 1 "Mad Scientist" monster from your graveyard into the deck: Increase or Decrease this cards level by 1 and increase this cards ATK by 200 and decrease its DEF by 200. If you activate this effect: This card cannot be used for a synchro summon except the synchro summon of a "Mad Scientist" monster. If this card is used for the synchro summon of a "Mad Scientist" monster: That monster's DEF becomes zero and It gains ATK equal to its original DEF until your opponent's second End Phase after it's summon.

You can send 1 "Wind" attribute monster from your hand to the graveyard: Special Summon this card from your hand. You can shuffle 2 "Mad Scientist" monsters from your graveyard into the deck; Special Summon this card from your graveyard. If this card is sent to the graveyard by a "Mad Scientist" monster or "El Psy Congroo" card", you can send 1 "Mad Scientist" monster from your deck to the graveyard except "Mad Scientist Betrayer". You can only use this effect of "Mad Scientist Betrayer" once per turn. If this card is used as an Xyz material for the Xyz summon of a "Mad Scientist" monster, that monster gains this effect. When this card is Xyz Summoned, target 1 "Mad Scientist" monster in your graveyard: attach it to this card as an Xyz material.

 

The Synchros

If "El Psy Congroo: The Organization" is face-up on the field: "Mad Scientist" monsters cannot be targeted by your opponent's card effects. If "El Psy Congroo: Time Machine" is face-up on the field. "Mad Scientist" monsters cannot be destroyed by your opponent's card effects. When this card leaves the field: special summon 1 level 4 or lower "Mad Scientist" monster from your graveyard. It cannot be destroyed by battle or by card effects this turn.

When this card is Synchro Summoned: Special Summon 1 "Mad Scientist" monster from your hand, deck, or graveyard. Once per turn, you can shuffle 2 "Mad Scientist" monsters from your graveyard into the deck: Draw 1 card.

This card is also Psychic-type. This card cannot be destroyed by battle. This card gains 200 ATK and DEF for each for each "Mad Scientist" monster in your graveyard. If this card is destroyed and sent to the graveyard: you can shuffle 2 "Mad Scientist" monsters from your graveyard into the deck; Special Summon this card. If this card is Special Summoned in this way: you can add 1 "Mad Scientist" monster or "El Psy Congroo" spell/trap card from your deck to your hand.
 
The Xyz

2 level 4 or lower "Mad Scientist" monsters
Once per turn, If your opponent would normal or soecial summon a monster, you can shuffle 2 "Mad Scientist" monsters from your graveyard to the deck; negate the summon and if you do destroy it. Once per turn, you can detach 1 Xyz material from this card; destroy 1 face-up card your opponent controls. If this card is in your graveyard, you can banish this card from your graveyard; attach two "Mad Scientist" monsters in your graveyard to a "Mad Scientist" Xyz monster as Xyz materials.

2 or more level 4 or lower "Mad Scientist" monsters
While this card has Xyz materials: this card cannot be destroyed by battle. Once per turn, during either players turn, you can detach one 2 Xyz materials; this turn Mad Scientist monsters are unaffected by your opponents card effects until the end of this turn. You cannot activate cards except "Mad Scientist" cards during the turn you activate this effect. Once per turn you can detach 1 Xyz material; Add 1 "El Psy Congroo" spell/trap card from your deck to your hand. You can only control 1 face-up "Mad Scientist Christina".

2 level 5 "Mad Scientist" monsters
You can also Xyz Summon this card using a Rank 4 or lower Mad Scientist monster as an Xyz material (Xyz materials attached to that monster become Xyz materials on this card). This card gains effects based on the number of Xyz materials on this card.
+1: This card gains 300 ATK for each Xyz material.
+3: Once per turn, if a spell/trap card is activated, you can shuffle 2 "Mad Scientist" monsters from your graveyard into the deck; negate the activation and if you do destroy it.
+5: Shuffle 2 "Mad Scientist" monsters from your graveyard into the deck; "Mad Scientist" monsters are unaffected by your opponents monster effects this turn.
During your opponents end phase, detach 1 Xyz material from this card.
 
The Spell/Trap

If a face-up "Mad Scientist" monster leaves the field by your opponent's card: you can Special Summon 1 "Mad Scientist monster from your deck with less ATK than the destroyed monster's ATK on the field. You can only use this effect of "El Psy Congroo: The Organization" once per turn.

Target 2 "Mad Scientist" monsters in your graveyard, special summon them, then immediately Xyz or Synchro summon 1 "Mad Scientist" monster with the appropriate conditions.

Once per turn during your Main Phase, you can target 1 "Mad Scientist" monster in your graveyard that was used for the Synchro Summon of a "Mad Scientist" monster and Special Summon It. Its effects are negated. You cannot Normal Summon/Set during the turn you activate this effect. Once per turn, you can switch the original ATK and DEF of 1 "Mad Scientist" monster you control until your opponent's next End Phase.

During each players turn, you can send 1 "Mad Scientist" monster from your deck to the graveyard. Except the turn this card was sent to the graveyard, you can banish this card from your graveyard; send 2 "Mad Scientist" monsters from your deck to the graveyard.
 

Finally came out with some lab members as it has been a while. I tried my best to make sure that the lab members were actually good, however, tell me if they're too much or too little.

Heard that nobody will take the time to read my posts if I don't take the time to read other peoples posts, so here goes my review.

 

I think this set of cards is well balanced and coveres itself by having the ability to switch card types from Tuner to non Tuner.  I'm guessing this deck revolves around Synchro Summoning... just a wild guess.  The only complaint I have is Frankenbeater is basicly indestructable as long as you have "Mad Scientist" cards in the grave.  He should be limited to only being allowed to use that effect once per turn.  Since there are cards that mill, that ability could be abused.  Just a thought.

You need to learn/fix your psct. No offense but you seem to randomly switch from doing it the right way and the wrong way.

Here's an example

When you can activate something:cost/targeting;effect.

When this card is Normal Summoned: Pay 500 Life Points; draw 1 card. 

 

Aside from that most of your cards seem pretty balanced. Except for the Spell/Traps. 

Particular the field spell, getting a free summon and draw is a bit too much.

I'll look into and I do admit that I did the psct kinda quickly so I'll fix any errors I find. I'll check out the field spell and the trap to see what can be toned down, if you have suggestions feel free to post them.

Hououin Kyoma

While "El Psy Congroo: The Organization" is on the field, "Mad Scientist" monsters you control, cannot be targeted by your opponent's card effects. While "'El Psy Congroo: Time Machine" is on the field, "Mad Scientist" monsters you control cannot be destroyed by your opponent's card effects. When this card leaves the field: Special Summon 1 Level 4 or lower "Mad Scientist" monster from your Graveyard. It cannot be destroyed by battle or card effects this turn.

 

Creation: Titan

When this card is Synchro Summoned: Special Summon 1 "Mad Scientist monster from your hand, Deck or Graveyard. Once per turn: You can Shuffle 2 "Mad Scientist" monsters in your Graveyard into the Deck; Draw 1 card.

 

Creation: Franenbeater

If this card would be destroyed: You can target 1 "Mad Scientist" monster in your Graveyard; Shuffle that target into the Deck, and if you do, this card is not destroyed. You can only use this effect of "Mad Scientist Creation: Frankenbeater" once per turn. If this card leaves the field, by an opponent's card (either by battle or card effect): You can target 1 Psychic-type monster in your Graveyard; add that target to your hand.

 

Creation: Hydra

This card is also Psychic-type. Cannot be destroyed by battle. This card gains 200 ATK and DEF for each for each "Mad Scientist" monster in your graveyard. If this card is destroyed and sent to the graveyard: You can target 2 "Mad Scientist" monsters in your graveyard; shuffle both targets into the Deck, and if you do, Special Summon this card from the Graveyard.When Special Summoned this way: You can add 1 "Mad Scientist" monster or "El Psy Congroo" Spell/Trap card from your Deck to your hand.

Please keep in mind that our bump rules only extend to 3 months; provided you've updated it to some extent.

Otherwise, it's 2 weeks from last post.

 

In either situation, you're beyond both of the grace periods for bumping your post.
