Card requirements:
Design a monster that includes the line "Once per turn: you can change this card to face-down Defense position." (E. G. Guardian Sphinx, Medusa Worm, etc.)

Card A:

Lore:
Once per turn: You can flip this card into face-down Defense position. When an opponent's monster declare an attack while this card is in face-down Defense Position: You can Flip Summon this card (this is a Quick Effect). When this card is Flip Summoned: Target 1 face-up Attack Position monster your opponent controls; return it to the top of its owner's Deck.

Card B:

Lore:
Once per turn: You can flip this card into face-down Defense position. When this card is flipped face-up by an opponent's attacking monster: you can add one Rock-Type monster from your Graveyard to your hand; you cannot Set the recovered monster during your next turn.

Card A

OCG 2.5/3
[spoiler=Reason] Very minor spelling error, otherwise perfect. [/spoiler]
Creativity 1.5/3
[spoiler=Reason] Flip Summoning as a Quick Effect is neat, but the effect is just a Legendary Jujitsu Master that leaves itself exposed afterwards. [/spoiler]
Usability 2/5
[spoiler=Reason] It isn't exclusive to Rock Decks, and can be used as a general out against some cards with certain immunities, like Beelze. However, I can't think of a Deck that'd use this card. You can argue Exxod, but he himself isn't all that usable. This card isn't likely to last the opponent's turn since it puts itself in a very vulnerable position, so the re-Setting isn't that great either. [/spoiler]
Balance 4/5
[spoiler=Reason] The card however is balanced rather well. A battle phase spin effect is great, especially for no cost. However, it's still lackluster, not hitting the spot of perfect balance between, well, balance and usefullness. [/spoiler]

 

Card B
 OCG 1/3
[spoiler=Reason] The entire effect is worded rather poorly, and the last effect would need more text to properly word it, but the point is seen. [/spoiler]
Creativity 2/3
[spoiler=Reason] Unlike any existing card and the picture is perfect. The name is kind of iffy since it says Robber while using your own Graveyard, but that can be overlooked. [/spoiler]
Usability 2/5
[spoiler=Reason] It's a decent one time recycle. The bad thing about this card is that it must be flipped by battle declaration, which just hinders it far too much. It isn't only slow because of this, but enemy reliant, and once they trigger this thing once they're unlikely to trigger it again. Many cards like Ehren or any destruction effect can deal with this card without an issue since they know that attacking it will only lead to recycling. The last drawback is completely unnecessary and only further hurts the card. Can't think of a single deck that'd use this. [/spoiler]
Balance 3.5/5
[spoiler=Reason] The stats are solid and the idea is there, but it's just lackluster. The card, overall, is underpowered, especially with that last drawback. The effect would've been perfectly fine for a flip effect that didn't need to be during the opponent's BP.  [/spoiler]
 

10 vs. 8.5, Card A has my vote. It's odd to think the difference was the OCG in the simplest terms.

Simply put, I think A is better than card B, since due to its unique timing, A can spin a card before it actually got attacked, and that means it'll survive. With the current abundance of destruction effect, it won't be that hard to remove it from the field, thus making it manageable. Card B is basically Geargiarmor that needed setup, and the fact that it slows your game even further made it less than ideal. Not to mention the less than stellar OCG.

Card A: as Therrion said, the effect is very similar to Legendary Jujitsu Master, except that you choose the monster returned, which doesn't make that much of a difference, and that it's a Quick Effect, which does make more of a difference. It's a nice Rock Flip card, maybe could be Side Decked in case of Beelze and other similar cards, but otherwise I don't see it being that playable. It does fit the theme very well though.

 

Card B: Firstly, awesome image, fits really well with the name and effect. As for the effect (worded weirdly), I personally feel its quite weak, as each of the restrictions that the card has could be taken off, so that there's only one there; this would make it fine as either a general flip card, as a battle flip is unlikely to happen more than once, or a card that at least bring back your card to be used next turn. It may even be alright to have both restrictions taken off and make it quite a strong card, but not overpowered at all in today's game. However, this could technically be used in Gem-Knights as it is, just not that well.

 

Overall, my vote goes to Card A, as it generally more usable, and kind of fits the theme a bit better as it has more of a purpose flipping itself back down than Card B does.
