3500 ATK on a level 1 that can be normal summoned, and the effect says "low level" which doesn't mean anything.

When this monster is Link Summoned, you can target all monsters in either players' GY (only one GY); add them to their Deck. You gain 100 LP x each Cyberse monster added to the Deck by this effect. Once per turn, you can target one Cyberse monster that this card points to: Tribute it and this card 200 ATK x the level of the Tributed monster. If "Firewall Dragon" is on the field and is targeted for an attack, Tribute this monster and it won't be destroyed by battle.

Basically, it’s meant to be a searcher for cards like Raigeki or Lightning Storm, with the connecting being the electricity thing.

I'm thinking the biggest way to abuse would be in Runick Spright. Level 2 means it can be searched/recycled with the Spright stuff, and it can technically search the monster destroying Runick Spell or the Spell/Trap destroying Runick Spell (which you can use as extenders instead of using their destruction effs).
