PSCT: Target 1 card";" destroy that target. PSCT is the Semi-Colon Non-PSCT: Destroy 1 card. This is how Konami wrote a long time ago. As you can see, you don't know if it targets, but PSCT makes it clear. PSCT is designed so that even if you just picked up a Deck and started playing 2 min ago there won't be any ruling arguements b/c since everything is in PSCT it's nearly impossible to get things messed up. LL studies PSCT and is very good at writing it. If he changes the way you wrote something it's either b/c Konami would write it like that or b/c your effect would be impossible for even Konami to create. My recommendation is just to take his wording word for word. He didn't change the effects. He just wrote it exactly how Konami would write it as of present day.
