This idea came to me in a dream so I put into a card.

I present to you: Parrot Scout

A staple Searcher for any deck.

Re-Balanced Effect: When this card is Normal Summoned or Special Summoned: You can target 2 monsters you control, return those targets to the hand; Special Summon 1 monster from your Deck that has the same name as 1 of those returned monsters.

Cool card, could be used in any deck, 10/10. Don't see any errors with it.

Are you going to add Flip Summon to the Summoning conditions too, or will it just be Normal and Special?

Only Normal and Special Summoning. I think the being flipped face-up effect kind of messes with card effect timing, but I'm not too sure.

If returning the monsters to the hand is part of the cost, this card should not target.

If returning the monsters to the hand is part of the effect, that should be after the semicolon ; .

This is a decent engine for CyDra, Sylvans or Galaxy, returning the Dragon, Galaxy Soldier or Sylvan Sagequoia to your hand and giving you another one to Special Summon. It also does funky things with Puppet King though that's not consistent enough to be worthwhile. In slower Decks it allows you, when you are ahead, to stay ahead by granting a +1 each turn at the cost of speed.

Good enough to use.

Thanks for the feedback and I'll be sure to fix the OCG.

Also, it techs well with Naturia cards.

Did anyone else think about the uses of this card with Mist Valley? Man, the Field Spell would just be gold and you could get your Apex lock assured with this in no time, and maybe even get some swarm going as well. Not much else to say about it other than what has been already said, would be a cool tech a lot of decks would use. I'm not sure about the timing with Burning Abyss, but if they don't get destroyed before the effect triggers, the combos are just amazing, especially if you can prevent them from destroying themselves if I didn't say that already (Though idk how that would be possible consistently). This is just a fantastic card, it isn't cheap by any means, and it really generates some nice ideas and creative thinking.

So lets say someone makes your monsters useless and impossible to tribute, you could Special Summon them from the deck. This is better than Christmas! Or if your Max Warrior has been reduced to a level of 2 and you cannot Xyz Summon your Utopia (Odd situation), you can use Parrot Scout to summon your Max Warrior/other card and Xyz Summon Utopia without a weakling on the field.

I believe the Burning Abyss would be destroyed as soon as this thing is summoned.

Also is this thing meant to be able to bring its self back to hand?

When this card is Normal or Special Summoned: Target 2 monsters you control except  any "Parrot Scout"; return both those targets to the hand, then Special Summon 1 monster from your Deck with the same name as one of the monster returned by this effect.
