I'm not a huge fan of the storage lands. A more elegant dragon land would have been nicer like Eldrazi Temple or Primal Beyond.

The real question is why are there hedrons in the art?

 

Ugin made the Hedrons, he was part of the 3 planeswalkers who sealed away the Eldrazi in the first place. I assume. Also this feels really bad. It eats your mana and is really slow. You could have at least had a Cavern of Souls clause on it or something, I mean you're going to be stacking counters on this for multiple turns and it ties down one of your lands. I mean at what point in the game are you going to drop this? Drop it too early and you aren't dropping spells and are just sitting around while your opponent is doing stuff, drop it too late and it'll never get enough counters to be relevant.

 

After how good Eye of Ugin and Ugin himself are, this just feels really weak. Bleh.

I wouldn't run this, even in EDH, to be honest. Why the hell is this rare? Or rather, why is such a cool concept being wasted on such a terrible effect? 

It is rare because it is a unique effect for Tribal. 

The effect isn't terrible, it is actually pretty powerful. There is just no reason to use it because it isn't worth utilizing because of how un-impactful the effect will be toward any game plan.

 

Seriously, the card is cool, and the concept is interesting, but there is just nothing it does.

It's so slow though.

I mean unless we're playing Homelands block constructed with this card and some dragons slotted in I can't ever see this reaching more than 4 counters.

It is slow, but you're talking about investing in it entirely. No one does that, with any Storage lands. 

It isn't going to be used, but that doesn't mean it isn't cool or interesting in concept.

It does what a storage land does. You either need a storage land or you don't. It just happens so that for dragon tribal, it tends to be unnecessary and weaker than other generic options.

There's also the fact that it compares pretty unfavorably to the Time Spiral dual storage lands, in that you have to tap it to withdraw the colored mana. Shame. Art's so pretty. ):
