A curious idea: A card that counters... rarity?

So, here's an unusual idea that came to me awhile ago. I'll let the card speak for itself first.

Commoner's Revenge!

[Continuous Trap]

Only Monsters with a rarity of Common can be Special Summoned.

 

 

 

The idea here is pretty simple. While Commoner's Revenge! is active, neither player can Special Summon rare, super rare, ultra rare, secret rare, or whatever other kinda rare cards there are, only common. Obviously this card's far from balanced or well designed, and I don't really think there's much that could be done to make something like this balanced or well designed. So I'm not really posting this card for its design merits, I'm really just posting it as an experiment (this is Experimental Cards, after all). An experiment in what sort of impact an effect like this would have, from any angle. If a card like this existed, in its horrible and broken state, would archetypes with lots of key cards at high rarities (Nekroz springs to mind as a recent example) see less play in favor of budget-friendly Common filled decks? Would prices on higher rarity cards have a huge drop while this was seeing play? Would it even have an impact at all? Could an "anti-rarity" or even a "pro-rarity" mechanic like this be given an actual balanced and interesting application, or is it beyond repair straight out of the gate?

 

Basically just posing this as a "What if?" question to see where the discussion goes. Might be fun to imagine how such an unlikely scenario would play out. Just try to keep things civil, folks. Point isn't to argue about whether a card like this would be a good thing (I think we can all agree it would be a terrible thing), the point is just to imagine what would result from it existing. Shouldn't be any need to fight over a 100% hypothetical idea, so lets just have fun picturing how much chaos this card (or one like it) would cause within the yugioh community.

So how does this work with foil printings of previously common cards? Are they exempt? Or does it just look at the rarity of the card in question? If it's the former, meh. If it's the latter, that's really dumb, it basically makes all rarity boost prints (Like Champion and Astral packs) definitively worse than their common counterparts, which doesn't make much sense.

I assume reprints of a higher rarity would still serve a purpose for collectors if it were the latter, which is how I imagine it working for simplicity's sake. Having to keep track of how many reprints of different rarities every card has had in a duel where this was used would be a real pain. But the former does pose some more interesting questions, like what would still be hurt by this card if rare cards that have had common prints as well are exempt. For the sake of discussion, can honestly interpret the effect however you'd like. The more angles to explore, the better!
