You can special summon a D/D monster that is face up in your extra deck or in your pendulum zones, hand or graveyard. If this card leaves the field, add 2 covenant cards from your graveyard or deck to your hand, then shuffle your deck. You may only use one of these effects per turn and only once that turn. 

 

This is supposed to be The most powerful D/D monster while synergizing with the rest of the theme. It's been designed to combo well with abyss ragnarok, temujin and alexander and to make swarming possible and lessen the effects of a board wipe.

If this card leaves the field: You can add 2 "Covenant" cards from your Deck or Graveyard to your hand. You can only use 1 "D/D/D Napoleon the Victory Overlord" effect per turn, and only once that turn.

 

You realize that given D/D's only have Night Howling for the time being; they'll need to rely on other methods to get the other 7 Levels.

Although they could make this with Howling and D/Arc (or Alexander) and some other Level 7 stuff they run lately; although you can use this with D/Arc and then revive her later with this card's effect.

 

Adding more of the Covenants is nice when it dies; although in a way, it does outclass Temujin (and to an extent, Kepler).

 

That being said, this is basically a Darkness Metal for D/D's; as if Temu/Alexander aren't already enough in terms of SSing (or Abyss Ragnarok).

 

Flavor-wise, it fits with the conqueror/leader theme for D/D/D's, and Napoleon certain fits the bill for both of them. 

Then again, D/D's did need a new Synchro (if Reiji doesn't show a new one in episode 51).

I should've gotten most of the stuff related to D/D's and their playstyle, but Black probably says otherwise about this.
