"Number -39: Dystopia" The "be all, end all" to Utopia?

Effect:
"4 or more (max. 5) level 8 DARK monsters
Cannot be summoned, except by Xyz Summon. Cannot be Xyz Summoned by the effect of a card, except this card's effect. You can also Xyz Summon this card by using 2 Rank 4 "Utopia" Xyz Monsters you control with different names. (Xyz Materials attached to those monsters also become Xyz Materials on this card.) You can only control 1 "Number -39: Dystopia". If you control a "Number 39" Xyz Monster, except this card, destroy it and this card. If this card is Xyz Summoned: You can detach 3 Xyz Materials from this card and, if you do, this card gains each of the following effects. ● During either player's Battle Phase, when a card or effect is activated before the Damage Step: You can detach 1 Xyz Material from this card; Negate that card's effects and, if it was a Spell/Trap Card, destroy it. If the card negated by this effect was an Xyz Monster, attach 1 Xyz Material from that monster to this card. Also, destroy that monster. ● During either player's turn, if an opponent's monster is destroyed by its own effect and is sent to the Graveyard or Banished Zone: You can detach 1 Xyz Material from this card and target that card in the Graveyard or Banished Zone; That card cannot be targeted by, and is unaffected by, card effects that involve it, including its own. Cards or effects cannot be activated in response to this effect. ● If this card or another monster you control is targeted by an opponent's card effect: You can detach 1 Xyz Material from this card; Negate the activation and, if you do, destroy it. Then, if it was an Xyz Monster's effect, inflict damage to your opponent equal to the ATK the destroyed monster had when it was on the field. ● At the start of your opponent's Battle Phase: Destroy all other monsters on the field that have continuous effects. Until this effect resolves, this card cannot be targeted and it is unaffected by other card effects."

Note: When I use "Number 39" as an archetype, I mean cards like "Number 39: Utopia", "Number 39: Utopia Roots", "Number C39: Utopia Ray", "Number C39: Utopia Ray V", "Number C39: Utopia Ray Victory", "Number S39: Utopia Prime", etc.

Advantages:
● It is fairly strong against most Xyz Monsters in the game, even though it is geared toward having the counter effects to the "Number 39" Xyz's.
● Since there is no activation restrictions of being "once per turn", you can stun your opponent for at least a few turns if they don't have an immediate counter.
● Even though the second and fourth effects would be mediocre in today's meta, the "guarantee to go off" sentence would make me hope that it could either have sacky wins or make people experiment with these effects.

Disadvantages:
● Since this card "[c]annot be summoned, except by Xyz Summon", I think that would mean that it cannot be Flip Summoned.
● This card can be stopped with using a non-targeting effect that can be activated outside of the Battle Phase or simply run it over with a bigger beatstick (that doesn't have a continuous effect).
● In an unlikely but completely hypothetical situation where your opponent is playing both "Number 39: Utopia" and "Creature Swap" and use them as they knew the drawback, it would put you in an extremely tough spot. Either you give up your Dystopia or they will both get destroyed and your opponent gets a monster.

Things to consider about this card's design:
● These cards could technically be under a "Number" or a "Number -" archetype. However, since I will not be doing any "Number -" support, for all intensive purposes, in the card text, these would be considered "Number" Monsters, even though they could be "Number -" Monsters.
● The effect when it is Xyz Summoned is intentionally meant to detach during the resolution. This is neither an advantage nor a disadvantage inherently since it depends on the materials, so I put it here.

I think this is a great card, but not broken or overpowered. If you disagree with this, then let me know.

Um, hmm. Where do I start?

 

If your card is so wordy that the text box can't handle so much text, it's a good signal that you've made the card excessively complex and can remove a few redundancies.

 

It offers ridiculous power, gaining 4 effects if you choose to Xyz Summon it, but it also means needing to dedicate at least 3 Extra Deck slots for a feasible way to put this out. The fastest way I can think of is making 2 Utopias, and changing one into Utopia Ray. Which will have this card have 4 Xyz Materials once you get this down.

 

First effect is capable of halting Utopia, Roots, and Victory. It also grants resistance to any combat trick, which is already fair enough.

 

Second effect has little impact, but you've already addressed that. But I still feel the effects have too narrow a scope, and the present uses I can think of are hating on Fire Kings since they have a knack for self-destruction. It feels too pinpointed and I feel it can be safely ported onto a different card rather than looking like it was tacked onto this card as an afterthought.

 

Third effect is capable of stopping Ray V (Ray doesn't target.) But considering that a good amount of decent removal targets things, it can hit nearly anything else that doesn't boardwipe. I have a feeling that you can safely merge both the first and third effects into a single effect without severely hurting the function of either.

 

Fourth effect can stop S39 Lightning. The strange wording on it also implies that while the ability is on the stack the opponent can't Skill Drain it in response.

 

So what are the Utopias that it can't stop properly? Utopia Beyond can cut its ATK to 0 and run over it, since its effect doesn't target, doesn't trigger in the Battle Phase, and isn't Continuous. A single Ray activation can give a big enough ATK point swing to run over it in battle, for the same reasons as Beyond, although it has its share of complications. S39 Prime just blows this card up without needing to target.

 

So much for this card being the anti-Utopia when it still struggles against 3 forms of Utopia. It tries so hard, but has a little difficulty getting far.

2 Level -4 monsters
When a card or effect that negates any players attack is activated You can detatch 1 Xyz Material from this card; negate the activation, When this card is targeted for an attack while it has no Xyz Materials; It cannot be destroyed by battle. This cards Rank is treated as -4.

Negative Rank and Level monsters like Dark Synchros would usually be positioned in Experimental.
