Since equip spells can only be equipped to 1 monster anyway, the first line is redundant. I also don't think equip spells can be equipped to your opponent's monsters unless stated otherwise. As for usefulness, it's basically an alternative to Forbidden Lance. It has the advantage of taking away less attack and lingering, but Forbidden Lance has the advantage of being a Quickplay and taking up less space.
