[spoiler=Effect]Cannot be Normal Summoned/Set. During your opponent's turn; if a "Red-Eyes" monster you control is destroyed and sent to the Graveyard; you can Special Summon this card (From your hand). Once per turn, you can Special Summon one Level 7 or lower "Red-Eyes" monster from your hand, Deck or Graveyard, if you do, return this card to it's owner's hand.

The summon is actually a big no-no.

 

It's a mandatory summon from the hand. Which means it's very, very easy to cheat with, as you can opt out of summoning it, as the opponent doesn't have the knowledge that it's in your hand.

 

Just make it If;... You can. That makes it not miss timing, but it's still optional.

The Red-Eyes fetching effect is insane. You could easily have a Red-Eyes get destroyed during your turn, Special Summon this, and use this guy to get out Red Eyes Darkness Metal Dragon from anywhere. Then, using that, you can just Special Summon this guy again, who fetches another guy. Are you elaborately trying to support a Dragon Loop?

Also, that's some beast artwork you got going on there. I would definitely run this in any Red-Eyes deck.

Minimania just said it, but yes.

This goes into Metal. Metal goes into this. This then goes into whatever next red-eyes you feel like.

Not to mention, the effect on his summon is pretty good. This and Dragon Sage can both be summoned on a Red-Eyes' death and go nuts. It converts your lost momentum from the death of a Red-Eyes into +2, really. Not to mention the +0 with Dragon Sage, adding a Red-Eyes to your hand if it happened to be a death by battle.

 

Not sure about the procs on the summon eff. Depending on if it does it in certain scenarios might need some real adjustment. This could possibly lead to it being summoned on Synchro/Fusion attempts. Not sure if it misses the timing there, but if it doesn't that's deadly in certain combinations. This could be used to summon Metal, Metal could summon Synchro/Fusion material, material would hit grave, and then this guy would come out again.

If it misses timing in that scenario, then it doesn't pose a threat there, but if it doesn't, it would be abuseable.

 

 

Other than that, art is simple but nice, and while I think he's a bit unbalanced, he's interesting. If that timing thing were cleared up, then I would say just put some limit on getting Metal straight from deck. Maybe a LVL cap at summoning monsters? 7 or lower would work well, I think. It would convert him from a +2 or more into an objective +1.

while i won't deny the card needs fixes, your loop does not work

 

If this card is in your Graveyard: You can target 1 Level 5 or higher monster you control; reduce its Level by 1, and if you do, Special Summon this card. This face-up card on the field cannot be Tributed, except for a Tribute Summon.
 
also, cannon soldier's a better pick there
 
It works with Soldier, as the two jsut swap back and forth.
