If your opponent Sets a Spell/Trap card while they control a Spell/Trap card: You can Special Summon this card from your hand, then return that Set Spell/Trap card to the hand. If Summoned this way: You can choose up to 2 of your opponent's unused Spell & Trap Card Zone(s); while this card is face-up on the field, those Card Zone(s) cannot be used. You can only Special Summon "Irate Ichthyosaur(s)" once per turn.

Basically, the intention was to create a hand trap that would be effective against the "Set 5 Spells/Traps, end turn" kind of decks, but without completely shutting them down (Like Denko Sekka does). I also wanted it to be easy to use and reuse, so this is what I came up with. Against those kind of decks, dropping this turn 1 would keep 2 of their cards in the hand and give you free Synchro/Tribute/Xyz fodder, which makes your next turn easier. Being a Dinosaur-Type makes it searchable by Fossil Dig and WATER makes it reusable by Salvage. I felt the need to have it be treated as Sea Serpent because Ichthyosaur aren't actually Dinosaurs, and Sea-Serpent fits well.

 

What do you think? Personally I feel as though it is nice but a little bit too situational to be really useful. I was thinking of making it reveal the card that is returned to the hand, to give it some use against decks that only set 2 or 3 Spells/Traps. Does it need it or is it just fine?

I would say it should only work if that spell/trap card is int the spell/trap card zone, as a bonus you could make it summonable from your hand and graveyard, after all it even has a hard OPT clause and actually just prevents them from using all of their slots.

This card is honestly great design (except that it might be a bit situational, so you could give it another use, which of course is inferior to its main use) and does not outright push it to an extreme as denkko does, while this card prevents heavy backrow denkko directly shuts down any kind of disruption, so the game becomes one sided.

Also you might add a clause that if summoned its way you can look at your opponent's backrow if he has 3 or more cards face-down in it/3 in it and at elast 2 face-down.
