[spoiler=Effect]If both of your opponent's Pendulum Zones is occupied by Pendulum Monsters and your opponent has at least 1 Pendulum Monster face up on their Extra Deck: You can pay 1000 LP and banish this card from your hand to shuffle all Pendulum Summoned monsters and shuffle all Pendulum Monsters from the Pendulum Zones and Extra Deck into their owner's deck. If this card is Special Summoned (from your hand) while both of your Pendulum Zones are occupied: You can shuffle all Pendulum Monsters from your Pendulum Zones to your deck, then target 2 other monsters on the field: Shuffle those targets into their owner's deck.

It is very effective for crushing pendulum oriented decks, personally I think destroying the scales or special summoned monster is enough, since destroying all wipes out the opponent's field almost entirely....Plus when it is summoned it returns all special summoned monsters back into the deck, try to give a cost or limitation to his effect...

Yeah, no.

The requirements for the effect are usually guaranteed.

1000 LP means nothing.

And what do you get out of it?

Non-targeting, non-destruction, absolute removal of their field, scales, and entire ED's capability to come back.

Are you serious?

 

And oh look, on the chance this gets SS'd from the hand, you get free non-targeting non-destruction shuffling removal.

Uh, no.

Shuffle 2 other target Special Summoned monsters on the field to their owner's deck. Does this effect target? If it doesnt, it should. This card pretty much means death vs Pendulum monsters. (Definatelly feel rage for prendulums). Anyway I think our goal here, should be do create fun type of cards that bring overall fun to the game. This card has the feel of no fun at all. But I'll try my best to fix it :P

 

So first problem is that it's effect is overpowered and the cost is too high. I know it sounds weird, but thats not how you make cards balanced. I think you should go for Pendulum Lock (still fun breaker). Like - This card cannot be Special Summoned from the Graveyard. When this card is Summoned: you can pay 1000 LP; banish all cards placed in Pendulum Zone. While this card is face-up on the field, neither player can place cards in Pendulum Zone or Pendulum Summon monsters. Once, while this card is face-up on the field: You can target up to 2 Special Summoned monsters on the field; shuffle them in to the Deck. You can only Summon 1 "Draco of the Lost Season" once per turn. I'd give it level 7 and boots ATK upto 2300. (Shuffle effect is pretty strong, so it's ballanced with not so high ATK). So this is my thoughts on your card, hope you like them.
