So I really like the control aspect of Cloudians but they have a weird agent stun feel to them so i wanted to give them some help into that direction i hope i did well :)

 

Cloudian Stratos

This card cannot be destroyed by battle. If this card is in face-up defense position destroy it. When this card is normal summoned place 1 Fog Counter for each "Cloudian" monster on the field. You can remove all Fog Counters from this card; draw 1 card for every 2 counters removed.

 

Cloudian Cirrocu

This card cannot be destroyed by battle. If this card is in face-up defense position destroy it. When this card is normal summoned place 1 Fog Counter for each "Cloudian" monster on the field. During either players turn when a monster effect is activated; you can remove 3 Fog Counters from any card on the field to negate its activation and destroy it.

This card cannot be destroyed by battle.If this card is in face-up defense position. You can special summon this card from your hand or graveyard by removing 4 Fog Counters from anywhere on your side of the field. Other "Cloudian" monsters gain 200 Atk for each Fog Counter on them except for "Cloudian Nimbuster". Once per turn you can banish 1 "Cloudian" monster from your side of the field or in your graveyard to destroy 1 card your opponent controls; and if you do place 2 Fog Counters on a monster you control.

 

Cloudian Sky Palace

Field Spell

When you summon a "Cloudian" monster(s) place 1 Fog Counter on this card. If this card would be destroyed you can remove 1 Fog Counter instead. This card gains the following effects based on the number of Fog Counters on this card:

2 or more: You take no battle damage from battles involving "Cloudian" monsters.

4 or more: During your Main Phase, you can Normal Summon 1 "Cloudian" monster in addition to your Normal Summon/Set (You can only gain this effect once per turn.)

6 or more: Once per turn you can add 1 "Cloudian: monster from your graveyard to your hand.

8 or more: You can remove 2 Fog Counters from this card to add 1 "Cloudian" spell/trap from your deck to your hand except "Cloudian Sky Palace."

10 or more: You can remove 6 Fog Counters from this card to destroy cards your opponent controls up to the number of "Cloudian" monster you control with different names. Any damage your opponent takes the turn you activate this effect is halved.

 

Cloudian Showers

Quick Play Spell

Target 1 "Cloudian" monster you control; add 1 "Cloudian" monster from your deck to your hand with a different name and if you do; place 1 Fog Counter on the targeted monster. You can only activate 1 "Cloudian Showers" per turn.

 

Cloudian Storm Warning

Counter Trap

When a monster(s) would be Summoned, OR when a Spell/Trap Card, or monster effect is activated that includes an effect that Special Summons a monster(s): Remove 3 Fog Counters from your side of the field; negate the Summon or activation, and if you do, destroy that card.

I've been running Cloudians for a while. So far, Cloudians already have a decent amount of protection, with access to cards like Divine Punishment, Starlight Road, etc, and they do have some draw power with cards like Moray of Greed. Their biggest need is a card that would give them additional Normal Summons per turn, so that they can utilize their ability to make Fog Counters even early on.
