I find amusing that you nominated Spellbreaker of IB, because for me she is among the best IB monsters in Rank4 spam builds, notably because she is a Salvage target.

Haha, you have a point, but I'd say being "one of the best IBs" is not exactly a wonderful thing, considering how bad they are in general (for my great displeasure, because i love their theme and artworks). That self-summoning effect you gave her is pretty nice.

Oh, I've been waiting for her! A low-key babe card plus all the 'Element' Monsters could use an update, just not sure how to go about them. Wish she went with the Valkyrie archetype though...
Stats are a bit low without the FIRE boost, so I personally would bump it to 18/13 and bump the FIRE boost to a +700 to both, however, this may not work as well if we applied this boost across the board for the 'archetype' since the ones without the FIRE effect wouldn't hit the even 2500(plus Dragon might go crazy), which also seems kind of a lot for a Level 4 to hit. The WATER effect's a little trickier, personally I haven't played against control-switching decks in a while so it feels a bit outdated, but I'm not sure what else fits the WATER idea so I went with a tentative idea that may end up too much, feel free to change this with future 'Element' Monsters and we'll just assume it retroactively altered this.

SUGGESTED NEW VERSION:
Level 4 LIGHT Fairy
1800 DEF, 1300 DEF
(This card is not treated as a 'Valkyrie' card/cries)
This Monster gets the following effects while there is a Monster(s) with the following Attribute(s) on the field:
FIRE: This card gains 700 ATK/DEF.
WATER: This card is unaffected by your opponent's Spell/Trap effects, also your opponent cannot Tribute this card.

UPDATE SUMMARY:
Stats bumped up to compete with the heavier-hitting new stuff out there, since she's not a Valkyrie and doesn't have any archetypes to synergize with - if either player has a FIRE Monster, she'll hit 2500/2000, I'd say that's quite respectable for a Level 4. She now also carries partial immunity to your opponent's cards and can't be Kaiju'd if either player has a WATER(though ironically if neither player does your opponent can still Gameciel her).

NEXT UP:
Let's fix all the 'Element' Monsters while we're here - you can select one of Element Doom, Soldier, Magician, Dragon, or Saurus. I would recommend Element Dragon, as it's the closest to a still good card from what I've seen.

damn it, @MUDKIPISAWESOME!!!, this is the most enthusiast post I've seen in this game, I'm glad there's someone else who likes the Valkyrie as much as I am. So, following your previous structure:
