I've been meaning to draw this for so long and I finally found some time.

(Got a little lazy on the coloring for the ritual spell but eh...)

Monster eff:
You can Ritual Summon this card with "Toon Ritual". Cannot attack the turn it is Summoned. While you control "Toon World" and your opponent controls no Toon monsters, this card can attack your opponent directly. If this card is Ritual Summoned: You can target 1 "Toon" Normal Spell Card in your Graveyard; add it to your hand. You can only use this effect of "Toon Magician of Black Chaos" once per turn. Face-up Spell/Trap Cards you control cannot be destroyed by your opponent's Card Effects. You can only control 1 "Toon Magician of Black Chaos".

Spell eff:
This card is used to Ritual Summon "Toon Magician of Black Chaos". You must also send up to 2 Toon monsters from your Deck to the Graveyard whose combined Levels equal 8 or more. Once, during your Main Phase, except the turn this card was sent to the Graveyard: You can banish this card from your Graveyard, then target 1 "Toon" monster in your Graveyard; Special Summon it.

Ritual Spell Card:

"This card is used to Ritual Summon "Toon Magician of Black Chaos" from your hand. You must also tribute monsters from your hand or your side of the field whose total Levels are more than or equal to 8 or more. Once, (insert the Phase you want it to be activated, otherwise it is implied that you can use it on both turns at any time you want), except during the turn this card was sent to the Graveyard: You can banish this card from your Graveyard, then target 1 "Toon" monster in your Graveyard; Special Summon it."

Toon Magician of Black Chaos

"You can Ritual Summon this card with "Toon Ritual". Cannot attack the turn it is Summoned. While you control "Toon World" and your opponent controls no Toon monsters, this card can attack your opponent directly. While this card is face-up on the field, Face-up Spell Cards you control cannot be destroyed by your opponent's card effects. During the End Phase, if this card was Ritual Summoned this turn: You can target 1 "Toon" Normal Spell Card in your Graveyard; add it to your hand. You can only use this effect of "Toon Magician of Black Chaos" once per turn."

The concept of the cards are pretty nice. Fits the theme of Spellcasters making more use of Spell Cards, and I like that, even thought these are a underpowered, IMO. Toon monsters are already slow, and losing their hand (probably 2 monsters to summon this, since the Level 8 Toon monsters are garbage and shouldnt be played) to Summon this and only see his benefits later, doesnt help them. A quick-fix to both cards to make them playable could be:

Toon Ritual:

"This card is used to Ritual Summon "Toon Magician of Black Chaos". You must also send Toon monsters from your Deck to the Graveyard whose total Levels equal 8 or more. Once, during your Main Phase, except the turn this card was sent to the Graveyard: You can banish this card from your Graveyard, then target 1 "Toon" monster in your Graveyard; Special Summon it."

This way you can thin your Deck and dont lose hand advantage. It also fills your Graveyard for a next turn reborn with Toon Ritual.

Toon Magician of Black Chaos

"You can Ritual Summon this card with "Toon Ritual". Cannot attack the turn it is Summoned. While you control "Toon World" and your opponent controls no Toon monsters, this card can attack your opponent directly. Face-up Toon cards you control are unaffected by the effect of your opponent's Spell Card effects. If this card is Ritual Summoned: You can target 1 "Toon" Normal Spell Card in your Graveyard; add it to your hand. You can only use this effect of "Toon Magician of Black Chaos" once per turn."

You could make Toon monsters unaffected by your opponent's card effects, but that would be too much and it wouldnt protect Toon Kingdom. so I decided to protect all your Toon cards by the effect of your opponent Spell Cards, so it still keep the theme. The other part I decided to remove the during the End Phase only, like the old Dark Magician of Chaos. Gives you more speed but still keep it restricted to once per turn.

Oh, and I almost forgot, nice artwork man. Excited to see Toon Ritual now!

Thanks for the ocg fixes, man!

hmm, okay, I think I'm sold on the Ritual Spell buff, although pre-prep also works with this.

For the monster effect, I also agree I can make it recycle the spell upon ritual summon instead of during the End Phase (though toons have some really strong spells (and really, you'd mostly just recycle table of contents so you can basically fetch anything toon from your Deck.) So yeah, if you search this through pre-prep (+1) and use the ritual spell to send from the deck (+0) and then recycle a spell (+1), it's, well, a +1. Which isn't that bad actually, considering no other monsters in Toons actually make you plus.

But the Spell protection I believe clashes with my original idea. And that was for it to be able to protect Toon Kingdom. I believe Kingdom already provides enough monster protection so I don't think that's needed. I may change it so he can protect all face-up s/t's from effect destruction though (like White Dragon Ninja).

That already makes this pretty annoying to get rid of while Toon Kingdom is on the field. Your only options are to either banish Toon Kingdom, or negate its effect, and then you'd have to run over Toon MOBC too. Or you could Kaiju that b****, I guess.

So yeah, I'll fix it all up when I've finished the Ritual Spell Artwork. Then, I'll post both cards with the updated effects.

Hell. This art on this thing ALONE is amazing. Feel like standing, not sitting, in front of this gift  just to properly drink it in (maaaaaaaaaaaaaan.)

Anyways, to the effect. Ritual Card SOUNDS amazing as is. Not even for what it summons, either. Just the fact that it can turn out Toons from the Graveyard opens a whole new area of possibility in an otherwise clunky Deck (like Dark Dragon Ritual and Paladin of Dark Dragon before it.)

Ritual itself. THING. OF. BEAUTY. Protection of the key piece of the Toon armada, their Kingdom is already worth the price of Summoning. And considering that Ritual Spell can bring this card back if it passes Ritual Summoning and hits the Grave clean, it's redoubled protection too. Am a bit curious about why the last effect only guns for Toon NORMAL Spell Cards, and would appreciate any light you can shine on this, but I'm thinking this bridges into a Toon Table of Contents play, right?

Anyways, it's a heartwarming Tribute to the Match of the Millenium between Yugi and Pegasus, and...hell, man I'm just glad you're back. Seriously, the Forum was always in need of workhorses like ya, Valkyrus. Besides, now I have something to match up to in MY cardmaking efforts. 9.6/10.

(holy cow, this review reads like a marriage proposal. Time to segue.)

Hey, thanks man! I appreciate the appreciation. (I haven't really been gone though, just mostly lurking.) I sometimes go on Duel Portal too.

Hmm, you made me think about why I made it so it was exactly Normal toon spells he recycled. Well, most of the "Toon" Spells are Normal, aside from Kingdom and World. And I don't think people run World anyway, so even if I made it "any toon spell" it would only include Kingdom as well. Huh, I guess it's not a problem even if it's any spell.

Anyway, you can also look forward to the ritual spell artwork I'll finish by the end of next week :)

Oops, one last thing to the Toon Ritual to add!

Once, during your Main Phase, except the turn this card was sent to the Graveyard: You can banish this card from your Graveyard, then target 1 "Toon" monster in your Graveyard; Special Summon it, ignoring its Summoning Conditions."

This way, old generation Toon monsters will be summonable even if Toon World is not on the field.

why would you want to summon any of the old gens though (other than flavour)? Except mayble toon blue-eyes, though Gear Golem is better imo, except if I'm missing some blue-eyes support cards that make TBEWD better.

I might also add some restrictions to the ritual spell. Like not controlling other monsters for example. That way you can avoid spamming the field with TMOBCs and actually using the other toon monsters.(Though that way manju will be as good as he's bad in that deck.) But I do feel I need some sort of restriction so as not to be able to spam the ritual. Or no, actually I can add a "you can only control 1 TMOBC" to the ritual monster. Which one do you think is better?

Well, that and the fact that it can also Summon TMOBC without needing to Ritual Summon it first.

Controlling only 1 TMOBC would be the best, since Toon monsters are already a bit hard to Summon, with the exception of Red-Eyes Toon Dragon + Black Stone of Legend and the Level 4 and lower.

updated the effect and added my new Ritual Spell Card Artwork

(also made it so you can send up to 2 toons from your Deck since the way it was worded before would mean you can send any number of toons from your Deck to the Graveyard as long as their combined levels were more than 8.)

'sees a Toon thread' Alright, a few things to say.

One: I bow to thy art. That looks like art one would pay for, honestly.

Two: The seeming symbiosis between the Toon MOBC and Toon Kingdom is a sheer thing of beauty. Almost like the Magician's Valkyria scenario, but with two different types of targets.

Three: I actually happen to play at least one BETD in my Toon decks because it can be Special Summoned from the hand by its own effect and can nom most tokens to do so. So, I'd only have to most-likely ditch one card in my deck to bust this out if it's not already in hand somehow. Since it only targets the 'normals' among the Toon spells, it doesn't end up recycling Toon Ritual by itself, which could make it absurd by making so that if the Toon MOBC leaves, you can just summon another one with the same exact spell card copy.

If you had told me those were legits, you could have fooled me for at least a little bit. =3

Thank you man, appreciated!

On the searching though, even if you could only recycle Toon Table, you could just use that to search for another Ritual Spell ( though, of course, you'd have to actually use toon table first, and that wouldn't always be the case.)

On the discussion of older gen toons, I think Toon DMG is actually somewhat useful, because she can be SS'd by her own effect and only requires 1 tribute. Though the more important part is that she can attack the turn she is summoned, unlike most other toons.
