What exactly is the intent for "artifact weapon" from a flavor and balance standpoint?

It's a play on the mechanic from world of warcraft - unique, powerful weapons that are limited to being the only thing you can use.  

 

It acts as a pseudo-legendary clause and only allows you to equip other copies of the artifact weapon to the creature in an effective manner, or sister versions of the legendary weapon.
