Requirements:

Card A:

Cyber Angel Brahma

Level 10 - LIGHT
[ Fairy / Ritual / Pendulum / Effect ]

Pendulum Scale = 10/10
[ Pendulum Effect ]

Banish 2 Ritual Spell Cards with the same name from your hand: You may Pendulum Summon Ritual Monsters from your hand and extra deck this turn. (this special summon is treated as a Ritual Summon.) You must have a Fairy of Warrior-Type monster in your other Pendulum Scale to activate and resolve this effect.
[ Monster Effect ]

You can Ritual Summon this card with "Machine Angel Ritual". If this card is Ritual Summoned: You may banish 1 Ritual Spell Card from your Deck or Graveyard; add that card to your hand during your next Standby Phase. You may Ritual Summon 1 "Cyber Angel" Ritual Monster except "Cyber Angel Brahma" from your Graveyard, but the Ritual Spell Card used to Ritual Summon that monster is banished instead of being sent to the Graveyard and the Ritual Summoned monster is banished if it leaves the field. This effect of "Cyber Angel Brahma" can only be used once per turn,
[ ATK/2800 DEF/2800]

Card B:

Zeus the Arbitrator

Level 12 - LIGHT
[ Fairy / Pendulum / Effect ]
Pendulum Scale = 5/5
[ Pendulum Effect ]
If you negate the activation of an opponent's Spell/Trap Card(s), or opponent's monster effect(s), with a Counter Trap Card (except during the Damage Step): You can Special Summon this card from your Pendulum Zone. You can only control 1 face-up "Zeus the Arbitrator".
[ Monster Effect ]
Cannot be Normal Summoned/Set. Must be Special Summoned by its own effect, and cannot be Special Summoned by other ways. If this card is Special Summoned: You can Set 1 Counter Trap Card directly from your Deck. This card gains 1000 ATK for each Counter Trap Card in your Graveyard. If this card in the Monster Zone leaves the field: You can place this card in your Pendulum Zone. You can only control 1 face-up "Zeus the Arbitrator".
[ ATK ? / DEF 0 ]

Card A at least follows naming convention by being named after a Buddhist/Hindu deity/myth, but that's about it for now. Pendulum effect helps to get stuff out if lack of Rituals, and requires Cyber Angels (or whatever Deck that runs this to have a Fairy or Warrior monster in the other zone), something I do not foresee them doing often. Oh right, and this doesn't override the usual restrictions (some Ritual Monsters must be summoned properly). Monster effect is fine for retrieving dead Spells and retrieving dead Benten/Idaten or something, but that's about it. I admit it's a generic Scale 10, but it also has the downfall of being Level 10 itself, so forget about summoning another copy.

Card B is just a Pendulum for the sake of its effect; it's Scale 5 but you can't summon it except from a Scale. Looking at this from the perspective of Counter Fairies, I don't think they really have space for this, despite being able to pull off its summon conditions without too many issues. On its own, suppose this can couple with Ariadne for quicker spamming of the smaller members. Granted, it will let you set whatever Counter Trap you want, so instant Notice / Warning or whatever you want is cool, coupled with the aforementioned Ariadne. As a whole, however, this card helps them get out whatever Counter Trap they want, but summoning this thing to begin with requires that you can even trigger the appropriate cards to do so.

-----

Voting for card B in this case; while I wasn't swayed towards either of them, I do feel B does more in the long run (gives Counter Fairies another Pendulum Scale and grabs the appropriate card they need), despite its own summon condition.

(I'd prefer not to vote C this time)
