LORE: When this card is Normal Summoned, target a monster in face-down Defense Position on your opponent's side of the field and take control of it for as long as this card remains face-up on the field. You cannot Flip Summon the target. If the target is flipped face-up by an attack, return its control to its original owner after damage step, if it si still on the field.

Given how passive this monster's effect is, you could probably just change it to be a Level 4 or 3 monster. Sure, you take a face-down monster at no cost other than a Normal Summon. However, there aren't many scenarios in which this would come into play anyways. Only Subterror and Shaddoll, most notably, might see a problem encountering this card. But even so, if attacked, the face-down monster goes back. So there's very little loss on your opponent's part.

Changing it to a Level that can be Normal Summoned without Tributes helped it a lot, but it is still underwhelming IMO. You really cannot do much with the stolen monster besides using it as Fusion fodder, and with 1400/1700 stats and no protection it is relatively easy for the opponent to remove it and get its monster back. As for improvements, I dare to say you can get away with unbinding the monster to this card and keep it under your control for an undefined time, since your opponent controlling a face-down monster is situational, and even if you manage to take one, or assist this card's effect with Book of Moon, Swords of Concealing Light, Quaking Mirror Force, etc. there is little you can do with the stolen monster anyway.

The idea is not gonna affect all decks the same, but I find it pretty nice that you can use any of the many "flip face-down" effects in the game.

Save this until you do it to a DARK monster, seal it and fuse for Starve Venom.

Or you could just Tribute Summon. This is a bit of a convoluted method to do it, but it sounds fun and it would have been pretty appropriate in an older format.

Spider Monsters should have had something like this in fact, and Goat Format would love to steal Gravekeeper's Spy (although that was more of a guessing game).

 

There's also that it can be flipped up by Book of Taiyou or other similar effects, and you'll get to keep it because it wasn't flipped through a battle.

It's neat IMO. Not the strongest card out there, but neat.
